Akwa Ibom Aide Rejects Claims of Extra-Budgetary Spending, Defends Fiscal Transparency

A cleric and aide to Akwa Ibom State Governor Umo Eno, Rev. Richard Peters, has dismissed allegations of extra-budgetary spending by the state government, describing the claims as unfounded and unsupported by available public records.

Speaking to journalists in Uyo, Peters said all government expenditures are guided by budgets approved through the legislative process and implemented within established fiscal regulations. He argued that suggestions of spending outside approved channels were misleading, noting that state governments can only incur additional expenditures through supplementary appropriations approved by the legislature.

According to Peters, the Umo Eno administration operates within existing accountability and fiscal responsibility frameworks that monitor revenue, expenditure, and project implementation. He said budget performance reports, expenditure details, and allocation records are publicly available and can be accessed by journalists, analysts, and members of the public. Peters further stated that assessments of government spending should be based on official documents and verifiable data rather than speculation.

He noted that state resources are used to meet statutory obligations, including salary payments, pensions, gratuities, overhead costs, and ongoing development projects. The governor’s aide also cited investments in housing, road infrastructure, and other public projects as examples of expenditures funded through approved government revenues.

While acknowledging the importance of public scrutiny in a democracy, Peters said accountability discussions should be anchored on evidence, audited reports, and published budget documents. He urged critics to rely on verified information when evaluating government finances, adding that informed public debate is essential for transparency and good governance.

More than 130 indigenous companies in Nigeria’s upstream oil and gas sector have received over $400 million in support from the Nigerian Content Development Fund (NCDF), its Managing Director, Emmanuel Yusuf, has said.

Yusuf disclosed this on Wednesday in Uyo at the launch of the Nigerian Content Fund Compliance Certificate portal by the Nigerian Content Development and Monitoring Board (NCDMB).

He said the digital portal would simplify the certification process and enable companies to access funding more quickly while improving regulatory oversight and investor confidence.

According to Yusuf, the Nigerian Oil and Gas Industry Content Development Act requires one per cent of contracts awarded in the upstream sector to be deducted and paid into the fund.

He described the compliance certificate as proof that companies had met their statutory obligations and a requirement for accessing the fund. Yusuf said Nigerian Content had risen to more than 60 per cent, with the NCDF supporting over 130 indigenous companies and helping address access to finance.

He said the new portal would reduce certificate processing from weeks to days, allow online applications, provide real-time status updates and enable regulators to verify compliance digitally.

The Executive Secretary of NCDMB, Felix Ogbe, represented by Dandi Osagie, said the sensitisation programme would provide stakeholders with information on the upgraded NCDF Payment Portal, Compliance Certificate System and Nigerian Content Intervention Fund.

He said the initiatives were aimed at improving efficiency, transparency and ease of doing business while helping eligible Nigerian companies access financing and comply with relevant regulations.
