Reps Minority Caucus Rejects Sole Administrator For NDDC

    Press Release

The minority caucus in the House of Representatives has rejected the appointment of a sole administrator for the Niger Delta Development Commission (NDDC) by President Muhammadu Buhari describing it as disservice to the people of the Niger Delta region.

The caucus rather called on President Buhari to, without further delay, inaugurate a governing board for the NDDC as required by the Act establishing the commission.

The lawmakers, in a statement by the Minority Leader of the House of Representatives, Hon. Ndudi Elumelu (PDP Delta), on Sunday, described the appointment of a sole administrator for the NDDC “as a further pathway to deprive the people of the Niger Delta of the much desired infrastructural development in their area”.

The caucus stressed that “the recourse to a sole administrator instead of the governing board, is ill-advised as it will promote corruption, alienate the people, trigger disagreements and worsen the managerial sleaze that is crippling the commission and impeding the development of the area.

According to the lawmakers, “the earlier resort to an Interim Management Committee and now a sole administrator, instead of a governing board, has heightened apprehensions in the region. This is not healthy, particularly given the strategic place the Niger Delta occupies in national economy and development.

“Our caucus therefore urges President Buhari to douse the tension by immediately inaugurating a governing board for the NDDC as provided for in the establishment Act, so that the people of the Niger Delta region can start enjoying the much-needed infrastructural development through a properly constituted commission”.

    Hon Ndudi Elumelu
Minority Leader of the House of Representatives

  • Ex-CBN Bankers Accuse EFCC Of Collecting Bribe To Release Them From Custody

Ex-CBN Bankers Accuse EFCC Of Collecting Bribe To Release Them From Custody

Former staffers of the Central Bank of Nigeria, who were allegedly involved in the N8 billion mutilated naira notes scam, have claimed that the Economic and Financial Crimes Commission (EFCC) took over their houses and rented them out after they initially paid bribes to secure their first release but failed to pay more bribes.

The ex-bankers, who spent over four years in prison, said their wives and children were sent out of their houses immediately they were sent to jail for crimes they did not commit.

They urged the EFCC and the federal government to investigate all allegations against Hamnadama Bello, an investigator in EFCC, who was assigned to investigate the case in 2014.

“We want the EFCC, police, the presidency and the national assembly and other relevant agencies to investigate activities of Hammadama Bello, an EFCC investigator. He is victimising us because he discovered that we have some property and he wanted to take over the property,” said Ayodele Festus Adeyemo, who is one of the alleged offenders and spoke on behalf of the other five at a press briefing this weekend in Ibadan, Oyo State.

The other accused persons who had been facing trials, include Isiaka Akano, Sunday Ajiwe, Oyebanji Akeem, Ayodeji Alese and Demola Oni.

They said that the EFCC investigator Bello had caused them so much hardship because they refused to give him further bribe, adding that they were innocent of the crime they were charged with.

“We don’t know anything about the money,” Adeyemi said. “The money was deposited four years before we were arrested. Bello arrested us and demanded money from us. About a week ago, we swore an affidavit at the court that the EFCC investigator is persecuting us for our failure to pay a bribe to him for the closing of the case.

“Bello had in December 2014 collected five hundred thousand naira each from six of us making N3 million. He collected the money through a lawyer, Nathaniel Oni. We gave him the money because he said that he could not release us for Christmas. And we paid the money because of the condition of the cell in Abuja. Bello also said we should pay N12 million each for him to close our case.”

Adeyemi urged relevant authorities to investigate wide-spread corruption in EFCC.

“I want the EFCC to investigate his activities. I was told that the EFCC investigators have been collecting money. I could not believe it until Bello asked us to pay money for our release and our case to be closed. I want the EFCC, NBA and other relevant agencies to investigate his activities.

“We are not mentioned in the CBN report. The people that were mentioned are not being prosecuted because they had paid money to him. The only problem he has is that he will victimise anyone he found to have property. Eighty-seven of us were taken to Abuja, and only 24 of us are being prosecuted because we did not pay money.”

Isiaka Akano, one of the persons being prosecuted by EFCC, said that EFCC officials took over his house.

“Bello used Oke to collect the money from us,” Akano said. “He invited him to Abuja and I am the one that gathered the money. I collected the money from the five of us and each paid N500,000. He collected the N3 million through Oke before we were released in December 2014.

“We were later re-arrested in 2015. We spent almost five years at Agodi prison before we were released in 2019. We are not fabricating the story,” Akano added.

“Under the ESP Social Housing Plan, 300,000 low-cost houses would by itself create 1.8 million jobs in the housing sector and beyond, while as indicated under the ESP approved by the President and the Federal Executive Council, the Central Bank of Nigeria has now committed N200bn facility for the Social Housing Plan.

“Under the programme, the federal government will offer one-bedroom, two-bedroom and three-bedroom units at low prices.

“The one-bedroom unit will cost between N1.8m and N2m, while financial assistance would be available for Nigerians to pay the mortgage.

“The form of financial assistance that will be made available to Nigerians include mortgageloans at low-interest rates.

“Financing will be arranged through the designation of a Homes Warehousing Agent that will purchase the completed housing units from the developers.”

2023: APC vows to sack PDP in Rivers

The All Progressives Congress (APC) has vowed to sack the Peoples Democratic Party (PDP) in Rivers State at the forthcoming 2023 general elections.

The Caretaker Committee Chairman of the party in Rivers State, Isaac Abbot-Ogbobula, spoke at the weekend in Port Harcourt while inaugurating the APC caretaker committees in the 23 local government areas of the state.

Abbot-Ogbobula said he was inaugurated as the state’s caretaker committee chairman by the National Caretaker Committee following the dissolution of all the structures of APC by the party’s National Executive Council.

Describing the development in APC as a new foundation to relaunch the party in Rivers, Abbot-Ogbobula asked the local government caretaker chairmen to inaugurate a similar structure at the ward levels.

He said that the decision of the party had brought to an end all legal issues against the leadership of the party in the state.

Abbot-Ogbobula insisted that there was no longer crisis in Rivers APC, claiming that the likes of Igo Aguma were inconsequential to the party in the state.

He tasked all the interim leaders to lay a good foundation for the APC to beat the PDP in all the forthcoming elections in the state.

Addressing them he said: “I urge you to abide by the provisions of the Constitution of this party in the discharge of your duty.

“Ensure you are firm and do not carry out your duties with favour or prejudice on any member of the party. You are required, directed and mandated to go back to go back to your LGAs and swear in caretakers Committees of the LGAs.

“There is no crisis in APC Rivers State. We are together under the leadership of Chibuike Amaechi. We have disagreements here and there but we don’t have crisis. We have just one APC in Rivers State and one APC in Nigeria.

  • DHQ: Amnesty’s Report Designed to Discredit Military

DHQ: Amnesty’s Report Designed to Discredit Military

Military authorities yesterday tackled human rights group, Amnesty International (AI) over its recent report on military operations in the North-east, saying it discredited the military.

It said in a statement that the report, which, among other issues claimed that the military killed aged people who were fleeing conflict areas.

It said the research the AI claimed it conducted did not meet the universal academic or global best practice criteria of having the justifiable percentage of sample in the population, claimed to have been investigated and thus may not be credible.

The statement signed by the Coordinator of the Directorate of Defence Media Operations, Major General John Enenche, queried the loyalty of the respondents interviewed by the organisation and wondered whether they were loyal to Boko Haram or peace loving Borno citizens.

“The attention of the Nigerian military has been drawn to the recent report released by Amnesty International (AI) in its chapter 3 as ‘Nigerian military crimes.’

“In as much as the Nigerian military do not wish to join issues, it is imperative to clear the air. In the first place, the so-called research does not meet the universal academic or global best practice criteria, of having the justifiable percentage of sample in the population, claimed to have been investigated and thus may not be credible”, it said.

The DDMO noted that “for the entire so called research, the question is, to whom is the loyalty of the respondents selected by AI; Boko Haram or peace loving Borno citizens? However, it is desirable in the interest of the general public to bring out some contradictions in the report that tends to criminalise the Nigerian military which is not true”.

It argued that “on page 34 of the report it stated: ‘AI interviewed only a few older people who had fled Boko Haram areas during 2020, so was unable to determine if there had been changes in the military’s behaviour over the last year’.

“Note; the inability of AI to determine the military’s behaviour. Additionally, in the said report, the AI claimed that soldiers killed older people, among others who were trying to flee from their homes.”

“This accusation is also baseless as the military is guided by extant regulations and Rules of Engagement”.

Enenche maintained that “AI also admits on page 36 of their report that ‘during previous Amnesty International research, some former detainees, including children, admitted openly that they had been in the armed group – sometimes through recruitment and other times through abduction. AI cannot rule out that older people interviewed for this report at times supported Boko Haram’.This is to buttress the fact that the military will and cannot detain civilians unlawfully”.

Additionally, AI stated that “In recent years, soldiers and CJTF members involved in ‘screening” have sent fewer older people, among other groups to detention. This report also states that “Conditions have improved in recent years, especially as the Red Cross received more access to some military detention facilities, including GIWA”.

Furthermore, the report stated that, “in recent years, soldiers have increasingly refrained from detaining older people fleeing Boko Haram controlled areas”.

The statement said: “These among several others in the report are obvious contradictions to the portrayal of the Nigerian military by AI. As such, it is a deliberate attempt to discredit the Nigerian military in the fight against insurgency and terrorism in the North-east which should be resisted.”

The statement further maintained that Nigerians should be assured that the Armed Forces of Nigeria would not be deterred in the fight to rid the country of terrorists and criminals in the country despite the allegations.

“The report is clear desperation targeted at blackmailing the Nigerian military. Thus, the report should be discountenanced,” it said

Nigeria ordered telecommunications companies, including MTN, Airtel to suspend the sale of SIM cards

Nigeria ordered telecommunications companies, including MTN Group Ltd. and Airtel Africa Plc, to suspend the sale of SIM cards while authorities check their compliance with registration guidelines. It didn’t say how long the review would take.

“Mobile network operators are hereby directed to immediately suspend the sale, registration and activation of new SIM cards until the audit exercise is concluded,” the Nigerian Communications Commission said in a statement on its website.

Johannesburg-based MTN’s local unit, the West African country’s biggest wireless operator, said it had complied with the directive, according to a notice it sent to customers.

Airtel Africa, which listed in Lagos and London last year, vies with local operator Globacom Ltd. as the country’s second-biggest carrier.

The NCC fined MTN in 2015 for failing to disconnect undocumented SIM cards as part of a security crackdown. The matter was resolved a year later when the company paid 330 billion naira ($839 million) after extensive negotiations.

The criminal conspiracy case filed by lawyer and human rights activist, Kenechukwu Okeke, against #EndSARS promoters including social critic and co-convener of the “Bring Back Our Girls” movement, Aisha Yesufu, Pastor Sam Adeyemi, and 48 others, has been assigned to Justice Eri Aminu Ali, of the Chief Magistrates’ Court, Wuse Zone 6, Abuja.

The suit was first filed on Monday, November 9, at the Abuja Magistrates’ Court by Okeke who alleged that the #EndSARS promoters must be brought to justice for the violence that broke out after hoodlums took advantage of the peaceful protest, leading to a destruction of lives and properties across the country.

In the suit pursuant to sections 88, 109(a), 110(1)(c) of the Administration of Criminal Justice Act, 2015, Okeke alleged that his properties were destroyed during the unrest that trailed the #EndSARS protest, and had, on several occasions, vowed to see that the case against the promoters of the protest was pursued to a conclusive end.

On Wednesday, December 9, Okeke took to his Twitter handle to announce that the case had been assigned to another court which signals the commencement of trial.

“The case (CR/49/2020), which entails criminal conspiracy to promote an unlawful assembly under the concealment of #EndSARS, involving @AishaYesufu, @Sam_Adeyemi, @Davido & 47 Ors has been reassigned to Eri Aminu Ali, Snr. Magistrate II at the Chief Magistrates’ Court, Wuse Zone 6,” Okeke tweeted.

    In another tweet, Okeke wrote:

“It must be recalled that the criminal case was pending before Chief Magistrate (Ct. 4), Omolola Akindele who has been transferred to the Chief Magistrates’ Court, Dutse. Therefore, trial would commence de novo upon a formal arraignment of the defendants before the new magistratus.”

Deer steals hunter’s gun, flees into woods

A hunter in the Czech Republic was charged by a deer that snagged the man’s gun on its antlers and fled into the woods with the weapon, police said.

Police in the South Bohemian Region of the Czech Republic said a hunter out in a wooded area lost his rifle when a deer hooked the gun with its antlers and ran away with the weapon.

Police in the South Bohemian Region said a hunter contacted authorities to recount the story of how he lost his gun while hunting near the village of Horni Plana.

The man said one of the hunting dogs in his group startled a stag in a wooded area, causing the panicked deer to run directly toward him.

The deer’s antlers ripped the man’s sleeve and ended up snagged on his .22 Hornet rifle, which had been slung over his left hand at the time.

The animal ran off into the woods with the hunter’s unloaded gun still attached to its antlers, the man told police.

Police said another hunter reported spotting a deer with a rifle dangling from its antlers more than half a mile from the scene.

Investigators said the hunter was required to report the loss of the rifle under the Czech Republic’s Firearms and Ammunition Act.
