    7 in 10 workers are self-employed, new ILO report says

    A ground-breaking study reveals that seven in 10 workers are self-employed or in small businesses, a finding that has significant implications for employment and enterprise support policies world-wide.

    According to the new International Labour Organisation (ILO) estimates, self-employment, micro and small enterprises play a far more important role in providing jobs than previously believed.

    The Data, gathered in 99 countries, found that the so-called ‘small economic units’ together account for 70 per cent of total employment, making them by far the most important drivers of employment.

    The findings have “highly relevant” implications for policies and programmes on job creation, job quality, start-ups, enterprise productivity and job formalisation, which, the report says, need to focus more on these small economic units.

    The study also found that an average of 62 per cent of employment in these 99 countries is in the informal sector, where working conditions in general tend to be inferior, (i.e. a lack of social security, lower wages, poor occupational safety and health and weaker industrial relations).

    The informality level varies widely, ranging from more than 90 per cent in Benin, Cote d’Ivoire and Madagascar to less than five per cent in Austria, Belgium, Brunei Darussalam and Switzerland.

    The information is published in a new ILO report, Small matters: Global evidence on the contribution to employment by the self-employed, micro-enterprises and SMEs.

    The report finds that in high-income countries, 58 per cent of total employment is in small economic units, while in low and middle-income countries, the proportion is considerably higher.

    In countries with the lowest income levels, the proportion of employment in small economic units is almost 100 per cent, the report says.

    ILO estimates draw on national household and labour force surveys, gathered in all regions except North America, rather than using the more traditional source of enterprise surveys that tend to have more limited scope.

    “To the best of our knowledge, this is the first time that the employment contribution of so-called small economic units has been estimated, in comparative terms, for such a large group of countries, particularly low and middle income countries,” said Dragan Radic, Head of the ILO’s Small and Medium Enterprises Unit.

    The report advises that supporting small economic units should be a central part of economic and social development strategies.

    It highlights the importance of creating an enabling environment for such businesses, ensuring that they have effective representation and that social dialogue models also work for them.

    Other recommendations include understanding how enterprise productivity is shaped by a wider “ecosystem“, facilitating access to finance and markets, advancing women’s entrepreneurship, and encouraging the transition towards the formal economy and environmental sustainability. (NAN)

    The Lagos State Government on Thursday expressed its readiness to partner with the private sector in the development of roads and other critical infrastructure to fast-track the state’s economic growth.

    Mrs Aramide Adeyoye, Special Adviser to Gov. Babajide Sanwo-Olu on Works and Infrastructure, made the disclosure, while receiving Mr Abubakar Jimoh, the Chairman, Coronation Asset Management Company inner office.

    Adeyoye said that globally, public infrastructure were managed better under the Private Public Partnership (PPP) arrangement.

    She said in a statement that road infrastructure was an important part of the development agenda of the present administration.

    The governor’s aide advised the company to partner with the state government in the ongoing roads construction and rehabilitation works across the state to ease gridlock.

    “Road is a major factor in development, because it is a major weapon that drives the economy; there are many areas of opportunities for partnership with this administration.

    “However, because road infrastructure is crucial to development, I urge you to look into our various road projects and tell us your areas of interest for Private Public Partnership (PPP).

    “The present administration of Gov. Babajide Sanwo-Olu is open to business, and we will welcome any investor that shares our vision for a greater Lagos,” Adeyoye said.

    According to her, creating access to rural and riverine communities by providing motorable roads and other infrastructure that can better lives of the residents of those communities is of paramount interest to us.

    She listed roads where state government needed partnership to include: Lagos Coastal Roads; Rional Road Network; 4th Mainland Bridge, among others.

    “We are very eager, as a government, to create access to our rural communities and provide infrastructure along the coastal areas. It is our responsibility to develop our waterways.

    “We want to provide good schools in our riverine communities.

    “Since government alone cannot do it, because of funds paucity, we are open to partnership that will help us meet the needs of people who gave us the opportunity to serve them,’’ Adeyoye said.

    She reiterated the state government’s commitment to completion of various ongoing road projects and promised that massive construction works would resume as soon as the rain subsides.

    The special adviser listed roads to receive attention after the rainy season to include: Lagos – Badagry Expressway, Agege Pen-Cinema Flyover, Agric/Ishawo Road, Ojokoro Phase I and II, Command/Ejigbo NNPC Road.

    Earlier, Jimoh expressed his organisation’s willingness to partner with the state government for efficient management of public infrastructure.

    He enumerated his company’s areas of partnership interests to include: Public Asset Management, Tourism, Works and Health. (NAN)

    A Consultant Psychiatrist, Dr Peter Ogunnubi, says huge cost of orthodox medication forces people with mental disorder to seek helps in Churches, Mosques and herbal homes.

    Ogunnubi, also the Chief Executive Officer, Grace Cottage Clinics, made the assertion at a programme organised to mark the 2019 World Mental Health Day in Lagos.

    The World Mental Health Day is observed on every Oct. 10 worldwide.

    The day is set aside for individuals, communities, organisations and Civil Society Organisations (CSOs), to raise awareness, educate and inform the world on mental health issues.

    It is also a day to advocate against stigma and to mobilise efforts in support of mental health.

    Theme of the commemoration is: “Suicide Prevention, Raising more Awareness for Mental Health and Suicide Mission.”

    Ogunnubi said: “Mental illness, as a chronic illness all over the world, is expensive.

    “In fact, some NHIS or health insurance scheme refused to put mental illness in their area of coverage, as individual have to pay from their pockets, and that is quite unfortunate.

    “There is free medication for HIV at NIMR and some hospitals, but when people come with depression, anxiety, agrophobla, inability to sleep, they have to pay from their pockets; it is quite very pathetic.

    “A few medical institutions we have, are they equipped to provide subsidised medication ? The answer is No.

    “So, you have people resorting to private care like Churches, Mosques and herbalists. It is not that they don’t know they should seek orthodox care, but they don’t have money.

    “Federal, States and Local Governments should come to the aid of those suffering from mental illnesses.”

    The expert said that the concern for mental health of Nigerians had been the driving force for his call since 1999 for the passage of the Mental Health Bill by the National Assembly.

    He added: “It’s quite unfortunate that the ninth Assembly is here now and the situation still remains the same.

    “The eight assembly was almost getting it right as the bill passed the first and second readings stages and they left it.”

    According to Ogunnubi, people need to understand that mental illness is not that man on the road naked alone, adding that every 40 seconds, one person loses his or her life to suicide and depression.

    “Suicide is now a medical emergency. Mental illness has a very rich history, because it has come of age.

    “People have attributed the cause of mental illness to many things, especially evil spirit.

    “People fail to realise that depression, anxiety and phobia, sexual addiction, internet addiction, and gambling, all these also constitute mental illness,” he added.

    The expert said that the bill, if passed, would care and support people suffering from mental illness.

    It will also give them voice and protect their rights in the society. (NAN)

    The Taraba state Governor, Darius Dickson Ishaku have declared opened the training exercise of the Operation Ayem Akpatuma II  in Taraba state.

    Declaring the exercise open in Jalingo, Governor Ishaku caution the Military to be diligent in the discharge of their duties by dealing with bandits, cattle rustlers, Kidnappers carrying guns than arresting villagers who carry knives, bow and arrows.

    The Governor commend the doggedness of the Nigerian Army for taking the pain by introduce the operation to clampdown crime in Taraba state.

    Ishaku who pledged his commitment in supporting the Nigerian Army in their assignment while in the state, donated and commissioned 20 motorcycles, 2 Hilux  for the operation Ayem Akpatuma, calling on the people of Taraba state to be law abiding citizens more especially the affected areas.

    He said about thirty cases of kidnapping were recorded in the month of September twenty nineteen in the State adding that the cases that have not been reported by some victim’s family who chose to handle  the case without recourse to the security agencies.

    According to the Governor, estimated the sum of about two hundred to three hundred million naira to have been paid to kidnappers as ransom within the period over review.

    Ishaku said the revelation calls for sensitive Government to be on it toes to combat any form of criminality and security challenges hence his support to the Exercise of Ayem Akpatuma two with two hilux vehicles and twenty motor circles.

    He further said the Nigeria Army remain the most consistent sector of the Nigeria security architecture right from independence facing the complex task of keeping Nigeria one and protecting the nation from external and internal aggression.

    The Governor  pointed out that the Military has been severally accused of using excessive force in internal security operations which is in variance to the role of the Military in Democratic set up particularly when dealing with none criminal civilians.

    In his Speech, the General Officer Commanding three division Major General Nuhu Angbazo, Represented by Brigadier General Briggs Daniel said the theme of the training, Inter Agency cooperation, imperative for effective joint operation was done to cement relationship with other sister agencies.

    The General disclosed that the exercise which will commence on the first of November and run to December twenty third will also be conducted in Kogi, Nassarawa and Benue State.

    The GOC appreciated the Chief of Army Staff Tukur Buratai and President Mohammadu Buhari for supporting the Nigeria Army to maintain peace in the Country.

    Earlier, Brigadier General Mohammed in charge of the twenty three brigade Yola said the the training would create a platform for the Nigeria Army and other agencies to brainstorm towards effective cooperation in combating insecurity across the Country.

    High point of the ceremony was the presentation of sourvenirs and official declaration of the one day training by Governor Darius Dickson Ishaku.

    The need to involve more women in the governance of Nigeria was on Thursday highlighted as a key point to the development of the country.

    This summation was the view of speakers at a one day workshop with the tag “Dialogue on Inclusive Growth: Women’s Participation”, organised by Policy Development Facility Phase (PDF) II in conjunction with UKAID in Abuja.

    The speakers believed that the education of women will be of overall development in the quest to enhance their place in all sectors in the society.

    The discussants said unless some of the cultural and social limitations on the women and the girl child is eliminated, the push towards the realization of equal opportunity for women will be a day dream.

    It was also agreed that the government, the traditional institution and others responsible for some of the shortfall for the free role of the women in Nigeria should take a drastic measure to remove the hindrance.

    Speakers like Hon. Nnenna  Ukeje, former house of representative said the manipulation of women in the political space has not helped matters as the political class still operates from the old boys association stand.

    Ukeje lamented that from twenty-two female members in the house of Reps in 2009 in the general elections has reduced to eleven in 2019.

    This according to her was a pointer that the women folk in Nigeria have not been given the political space to express their motherly role in the development of the country.

    Just as she noted that the equality that is been sort after is not a competitive position with the men folk but that the women have equal ability.

    “The violence in the political space hinder women participation in the 2019 election which wa the most violence in the country,” she said.

    “I think it is the right time electronic voting should be legitimized in future elections.

    “We are not saying we are as strong as men in the physical abilities but to judge us with our ability which is equal to that of men in terms of our contribution to national development. All those social-cultural hinders me should be eliminated to give the girl child the same opportunity as it’s male counterpart.”

    She said that from recent experience in the 2019 elections, because of the political governance at the party level of the old boy’s school club which narrative must be changed which said violence in the political arena hindered women’s participation.

    Women’s inclusiveness in growth, there must be a fair playing ground for all as women who had head most financial institutions in the country had done better than their opposite sex as can be seen of recent.

    Presenting her report, “On Impact of Women’s Participation on Nigeria’s Macroeconomic Performance”, Wumi Asubiaro Dada said there is no gains saying that despite the acclaimed position of Nigeria as the giant of Africa it was quite unfortunate that the country is not only in the low side of development but poverty capital of the world.

    According to Dada, the reality is that despite the claim that our economy has improved the country is still in distress as the poverty level of the country is too glaring to see.

    “One of the factors limiting the potential of the Nigeria economy is its non-inclusivity,” Dada said.

    Adding, that though Nigeria is the largest economy in Africa with a population of about 200 million with GDP per capita is not looking good.

    She said, the Gini co-efficient (economic gap within a country’s wealthiest and poorest citizens) for Nigeria stands at 48 and thus worsened from 36 in 2004. Nigeria now ranked 63rd out of 74 countries.

    She said the barriers women are facing includes but not limited to structural, institutional  and socio-cultural which if we must eliminate deserves urgent actions.

    She recommended creation of incentives for all girls and prioritize innovation and technical skills, promote financial literacy which should be taken to where women are, consult and involve women based Organisations, nationwide adoption of the violence against Persons prohibition Act (VAPP Act) as well as increase and prioritize investment infrastructure such as rural roads and power grids.

    Speaking on behalf of the government, the acting head of service, Dr Folasade Yemi Esan who was represented by Yemi Olaniyan, a deputy director in the office of HOS said that the FG through various initiatives closed the gap with the establishment of a ministry dedicated to women to support effective participation of women in governance.

    Yemi Esan said the Nigeria Civil Service has achieved a milestone in balancing inequality as there have been fair representations in employment in the Federal Civil Service.

    “We are not where we are supposed to be but I assure you that we will get there,” she said.

    “We are closing various gaps which are impediment tot he growth of women.”

    The Nigerian Government and the China Railway Construction Corporation Limited on Thursday signed a $3.9bn contract for the construction of a new Abuja-Baru-Itakpe-Lokoja rail line project.

    Hon. Rotimi Amaechi, Minister of Transportation, who received senior officials from CRCC at the ministry in Abuja on behalf of the federal government, said that the signing of contract is the first step to the project.

    He said the project was designed on a Public Private Partnership (PPP) arrangement where the CRCC will build the rail line run it for a period of 30 years and transfer the ownership to the Nigeria government.

    He explained that over 10-member of CRCC officials were led to the ministry by the corporation’s Vice President, Wang Wenzhong.

    He said the agreement is supposed to be 15 per cent Nigeria equity and 10 per cent CRCC equity and then we borrow 75 per cent as SPV (Special Purpose Vehicle) from Chinese bank.

    On other rail projects being handled by the Chinese, the minister said “Abuja-Kaduna that is completed was done by CCECC, the Lagos Ibadan that is nearing completion, I hope they will be able to complete it, we need them to complete it quickly and we have told them that by February legally by law by the contract would have expired legally.

    “ The longest railway in Nigeria now apart from the narrow gauge is the Itakpe-Warri Railway, the German started it by Julius Berger they got close to completion and it was later abandoned.

    “Part of the agreement is that CRCC will provide us with a performance bond from their bank before we give a sovereign guarantee for then to be able to borrow the 75%.

    “And then, there is a concession agreement that CRCC will manage both the railway and the seaport and recover the 75 percent and pay the money.

    “Nigeria is waiting for CRCC at Abuja to itakpe and warri seaport. Before the approval at the Federal Cabinet, CRCC was pushing us with so much pressure to approve it, we approved it and they are not on site.

    “There is a need for CRCC to go to site. If we raise our equity they will raise theirs together. But largely is that the funds will come from China,” he said.

    Former President Goodluck Jonathan paid a surprise visit to the Presidential Villa, on Thursday, where he met President Muhammadu Buhari behind closed doors.

    The meeting which started exactly 2:58pm lasted just ten minutes.

    The Ex-President however failed to disclose his purpose of visiting the incumbent President, when State House Correspondents demanded to know.

    Jonathan simply walked straight to his black Mercedes Benz car which was waiting for him at the forecourt of the presidential villa.

    The visit marks the first time Jonathan will be visiting Aso rock since the general elections that returned Buhari for a second term.

    Under Buhari’s first term, the Ex-President visited the Villa twice for private meetings.

    Jonathan recently came under criticisms over comments credited to the former United Kingdom Prime Minister, David Cameron, who claimed in his memoir that he (Jonathan) prevented UK troops from rescuing some of the 276 school girls abducted by Boko Haram from C
    Chibok community in Borno State.

    Jonathan upon analysing the comments had reacted saying Mr Cameron was against him because he reneged on the Anti-same sex marriage.

    Mr Cameron, in his recently published memoir titled ‘For the Record’, had claimed that a team of UK soldiers had located some of the Chibok girls but Nigeria’s President, Goodluck Jonathan, seemed to be asleep at the wheel. When he eventually made a statement, it was to accuse the campaigners of politicising the tragedy. And absolutely crucially, when we offered to help rescue the girls we had located, he refused.

    Inspite of falling to defeat from from the All Progressive Congress in 2015, Jonathan and Buhari have maintained close relationship. Though Buhari harps on every opportunity to criticize the immediate past administration under the Peoples Democratic Party of ineptitude and wastefulness when they were in the saddle of governance.

    President Muhammadu Buhari on Thursday, appraised his anti corruption policy and said he has been able to tame the menace to a manageable level.

    He said one of those strategy he employs is that once the court strips any person of assets illegally acquired, he orders the sale of such assets to prevent a situation where they later repossess them.

    The President while hosting members of the Presidential Advisory Committee Against Corruption (PACAC) at State House, Abuja, explained that the proceeds from the sales are then remitted into the Treasury Single Account, where it will be practically impossible to reclaim.

    Buhari gave this account, while recalling his experience in the past, in which assets seized from officials who couldn’t explain how they got them, “only for those assets to be returned to them when government changes hand”.

    “Such things would hardly recur now because I gave instructions that all forfeited assets be sold, “and the money put in the Treasury Single Account.”

    “Let’s see who will now take back the money from the treasury, and give back to those people, as was done in the past,” the President stressed.

    The President equally said he would beam the searchlight on cost of governance, and weed out possible areas of corruption that exists anywhere.

    He lauded members of the committee for the “major sacrifice “they’ve made in accepting the assignment to serve the country,” noting, “Some of the elite won’t trust you, and you will be alienated, no matter how close you are to them.”

    Chairman of PACAC, Professor Itse Sagay, who led the delegation to the Villa, made some recommendations which he advised the presidency to look into.

    He described Nigeria as being fortunate to have a person of President Buhari’s credentials as leader of government.

    “We congratulate you for being a star of the anti-corruption struggle in Africa. You attach a lot of importance to the fight against corruption, and we have tried to achieve the aims you had in mind when you established PACAC,” Prof Sagay added.

    He listed the achievements of the committee to include training, building capacity of anti-corruption agencies, as well as helping to develop a programme of non-conviction assets recovery, which is recording great successes.

    Among recommendations PACAC made to the President, in order to move the anti-corruption war many steps forward, includes, reestablishment of the jury system for criminal cases in the country; setting up of a judicial commission on corruption in the judiciary, to be headed by retired judges under the auspices of National Judicial Council (NJC); passage of Proceeds of Crime Act by the National Assembly; the setting up of a Presidential Truth and Restitution Task Force; and a closer look at the cost of governance to weed out all vestiges of corruption.

    President Buhari pledged that government would take a dispassionate look into all the requests.
