    NSCDC dismisses officer who partook in the looting of COVID19 palliatives in Abuja

    The Nigeria Security and Civil Defence Corps have dismissed one of its officers, Corps Assistant Illiya Ibrahim of the Gwagwalada Division Abuja, for partaking in the looting of Covid-19 palliatives discovered in a warehouse in Gwagwalada, Abuja.

    On Monday, a mob stormed the warehouse and carted away the palliatives. A video that made the rounds on social media, showed the officer grabbing his own palliative.

    In a statement released on Tuesday night October 27, Ekunola Gbenga who is the Media Assistant to the Commandant General NSCDC, Abdullahi Gana Muhammadu, said Ibrahim was dismissed for joining the hoodlums in looting Covid-19 palliatives discovered in a warehouse in Gwagwalada, Abuja.

    ”The recommendation was given after the officer was charged under the public service rule which is related to unbecoming conduct of officers.

    “This disciplinary measure was taken after series of investigations and deliberations by the junior disciplinary committee and recommendations were made to the management,” Ekunola said.

    The CG appreciates officers and men of the Corps including members of the public for providing useful information that has continue to assist the Corps in identifying unfit individuals within the ranks for appropriate action. He tasked the personnel to remain committed, resolute and firm in the discharge of their duties” the statement read

    NCPC boss gets IHRC appointment

    The Executive Secretary of the Nigeria Christian Pilgrim Commission NCPC, Rev. Yakubu Pam has been appointed Chairman of inter-Governmental Organization Council for Nigeria Human Rights Commission,  IHRC.  Country Head,  International Human Rights Commission,  IHRC,  Ambassador Friday  Sanni who  delivered the appointment  letter to Rev Pam in his office in Abuja recently said his visit to the NCPC was also to give him an international award from the international human rights body,  adding that he was found worthy of the honour. 
    The NCPC boss affirmed that there was need to believe in the vanguard of fighting to make sure that Nigeria becomes united. According to him, “we must help our country to rise up and shine with the position God has helped giving us”. He commended the international body for joining him in the path of peace building. Speaking on the spats protests in the country,  Rev Pam noted that the exercise is not entirely bad but it is risky because it could be hijacked by hoodlums who do not mean well for this nation. He  said,  “It is my belief that we should put our hands together to put an end to this situation. “
     He explained that protests or demonstrations should not be the right way to resolve issues rather he canvassed for a diplomatic relationship in resolving issues.
    Ambassador Sani further promised  to partner with the NCPC boss in peace building and emphazied the need for strategic meetings with both Christian and Muslim leaders to find  lasting relations to this present security challenges facing the country.
    Amb. Sani also presented  face masks in line with their intervention in fighting the global COVID 19 Pandemic to the NCPC.

    Gov Lalong relaxes 24-hour curfew in Plateau


    Based on the assessment of the security situation in Plateau State and upon the recommendation of the Plateau State Security Council, the Executive Governor of Plateau State Rt. Hon. (Dr) Simon Bako Lalong has approved the relaxation of the curfew imposed in Jos South and Jos North Local Government Areas with effect from Wednesday 28th October 2020.
    By this directive, the curfew is hereby relaxed to commence from 6am to 12 midnight beginning from Wednesday 28th October untill further notice. No movement will be allowed between the hours if 12 midnight to 6am. 
    Citizens are advised to go about their lawful businesses without any fear as security agencies have been directed to ensure effective patrols and surveillance to protect lives and property.
    They have equally been directed to identify and arrest any individual or group of persons that engage in any acts of criminality including looting, arson, vandalism and threat to lives and property in the State. 
    The Governor after going round areas affected by the recent wanton acts of vandalism, arson and destruction in company of the Plateau State National Assembly Caucus, expresses deep sadness over the level of destruction of both public and private properties and the magnitude of loss recorded.
    While appealing to the youths to desist from such disgraceful acts, he warns that those cought engaging in such activities will be made to face the full wrath of the law.

    Fellow citizens of Adamawa State.
    On Sunday 25th-October, 2020, I had cause to address you on the unfortunate situation in the State. I brought to your notice the attempt by hoodlums to usher us into anarchy by breaking into our warehouses to loot away our emergency reserves and the partly delivered CACOVID support to the State. This monstrous activity continued with a lethal effect, when the hoodlums, done with the warehouses extended their bounds to other public institutions and private properties. 
    As a responsible Government, we declared a total curfew in the State; this decision was painfully taken in the interest of peace and speedy return to normalcy. I said “painfully taken” because as your Governor, I am sensitive to the effect of a curfew on our livelihood, considering the various regimes of lockdown we have had to contend with at the pick of the ravage of the COVID-19 pandemic in the State. Be that as it may, with the right counsel from our security experts, it was settled that, it remains the most convenient option to contain the hoodlums. As charging as the mobsters would look, they represent a tiny fraction of our society and we have a duty not only to protect the lives and properties of decent citizens, but to deploy every arsenal at our disposal to bring every miscreant face-to-face with the wrath of the law. As a Government, we take full responsibility for all the hardship attendant upon by the curfew era on decent and hardworking citizens. The other two categories of people I greatly owe apologies to, are the vulnerable especially at the 21 LGAs who would have been the beneficiaries of the looted goods but were denied because of the activities of the hoodlums; and the owners of the private warehouses, shops and properties looted. I truly feel your pain. 
    Whatever charity one confers on the description of the perpetrators of this heinous act, they can’t be anything short of CRIMINALS. There is no situation that can justifiably warrant such brigandage as being witnessed. It is loaded with criminal venom and cruel motive for chaos and plunder. We must not give in to this, for we know the real intent. Once the warehouses are emptied, the next destination as already manifest in the last two days, are private businesses and individuals’ homes. 
    I received briefings from relevant stakeholders on the level of havoc rendered in the last two days. With shock, we received the report of attacks on the Customs Office, Road Safety, Primary Healthcare Development Agency, NEMA office, COVID-19 Isolation Centre at Kofare, North East Commodity Association (NECAS) Kofare, public and private warehouses in Demsawo, Nyako Quarters, opposite airport, behind Zenith bank, bakin kogi, Mayanka, Upper Benue, AADP, LEA, Yola South, Red Cross opposite FMC, Aliyu Mustafa College; Dr. Belel’s workshop, Private farms, etc. we are still taking stock of extend of loot and damages to properties of government and private entities. The loss is materially colossal but more enormous is the loss of moral values driven by greedy criminal urge to steal. We condemn in strong terms the outright demonstration of brigandage as barbaric, criminal and a recipe for anarchy. 
    As a responsible Government, we cannot fold our hands, while criminals are trying to take over our society. We are working round the clock to ensure that peace is returned to our society. Working with the security agencies, we have activated the necessary instrument for a return to normalcy and arrest of the looters. So far, our efforts is yielding result, relative peace is returning as no new attack has been reported in the last 24hrs. arrest have been made so far, 155 suspects are in police custody, 9 Vehicles and 12 tricycles loaded with the loot have also been impounded. 
    On this note, I assure every resident of the State of our continuous commitment to the protection of their lives and properties. Consequently, I am giving a 12 hour ultimatum (6:00 pm – 6:00 am) to the hoodlums to return whatever they looted from public and private warehouses and homes to the nearest Police Station and traditional rulers house (from the ward to the district level), whichever is nearest to them. This ultimatum will expire at 6:00 am on Wednesday, 28th – October, 2020, after which I will sign an Executive Order for a house-to-house search to commence by 7:00 am of the same day. Part of the provision of the order is a sanction that will attract withdrawal of C of O and if necessary, demolition of every house that habours any of the Stolen properties. Law abiding citizens should cooperate with the Security agencies to ensure this is enforced to the later. 
    Fellow Adamawa citizens, since the advent of this unfortunate incidence, I have raced my mind on where have we gone wrong as an administration since we took over more than a year ago? As an individual, I have deeply searched my conscience. Admittedly there is general poverty in the land but more importantly is the fact that we are passing through a phase of an alarming youth budge with a growing unemployment rate that is alarming. As a government, we saw this coming, right from inception, we knew no government can take all the army of the youths into its employment. Even if it can, in this age of enterprise creativity and entrepreneurship, it is the dumbest decision to take. We therefore created the Ministry of Entrepreneurship to build the capacity of our investments and manage them successfully. We are training many youths who are willing to be off the street and creating enabling environment for SMEs to thrive. We have advertised for employment of 2000 teachers for secondary schools in the State. I urge qualified candidates to take advantage and collect employment forms free from any zonal office close to them.
    We have been doing our best in the development of the State, especially with the Adamawa peace project. This indeed is a major setback. With your support we shall overcome it.
    Fellow Citizens of Adamawa State, today, 27th October, is my birthday. The best gift you can give me on a day like this is a commitment to making Adamawa peaceful. To my friends and friends of the State, the best gift you can give me on a day like this, is to donate everything you have to the peace and development of Adamawa State.

    The Federal Government has declared Thursday October 29, 2020 as Public Holiday to mark this year’s Eidul-Mawlid Celebration in commemoration of the birth of the Holy Prophet Muhammad (Peace be upon him).

    A statement signed on Tuesday by Mohammed Manga Director (Press & Public Relations) Ministry of Interior said the Minister Ogbeni Rauf Aregbesola, who made the declaration on behalf of the Federal Government, congratulated the Muslim faithful both at home and abroad for witnessing this year’s occasion.

    Aregbesola enjoined them to imbibe the spirit of love, patience and perseverance which are the virtues of the Holy Prophet Muhammad (peace be upon him), adding that doing so would guarantee peace and security in the country.

    The Minister admonished Muslims to follow the teaching of the Holy Quran in Chapter 4 Verse 59 which says: “O you who believe! Obey God and obey the Messenger, and those from among you who are vested with authority; and if you are to dispute among yourselves about anything, refer it to God and the Messenger, if indeed you believe in God and the Last Day. This is the best (for you), and fairest in the end”

    Aregbesola also urged Nigerians, particularly Muslims, at this moment, to abhor violence, lawlessness, wantonness and daylight robbery as witnessed across the country most recently, stressing that Nigeria is the pride of the black race and should provide responsible leadership for the greatness and development of the African continent and all black people.

    While calling for a stop to all divisive tendencies across the country, the Minister urged all Nigerians and the youth in particular, to embrace peace and cooperate with the President Muhammadu Buhari led-Administration in its effort to build a virile nation, which all citizens can be proud of.

    The minister, who described the youth as the hope and future of the nation advised them further to deepen democracy and not dampen it. For him, it is with more democracy that we can overcome our challenges, noting that the challenges of nationhood that we face are surmountable if we work through the democratic process.

    Ministry of Interior removes HND/Degree disparity in NSCDC, Immigration

    The Ministry of Interior has withdrawn the ranking and career progression disparity between Higher National Diploma (HND) and Degree holders in the four paramilitary outfits (Nigeria Security and Civil Defence Corps, Nigeria Immigration Service, Nigerian Correctional Service and Federal Fire Service) in the ministry.

    This was disclosed in a memo referenced CDCFIB/1001/vol1/110, dated October 16 and signed by the secretary of the Civil Defence, Correctional, Fire and Immigration Services Board (CDCFIB), Alhassan Yakmut.

    The memo was issued at the end of a meeting of the Board held between September 24 and 25, 2020.

    It stated that all candidates recruited by the Board with HND will be placed as Assistant Superintendent II CONPASS 08 level and can rise to the highest position in their respective services without discriminatory ceiling or hindrance.

    In the memo obtained by Daily Trust, the memo directed that all Inspectorate ranks from Senior Inspector to Chief Inspector I are abolished, noting that all these officers would be converted to appropriate superintendent ranks.

    “The Board has withdrawn the ranking and career progression disparity between Degree and HND holders.

    “Consequently, all candidates recruited by the Board with HND will be placed at Assistant Superintendent II, CONPAS 08 level and can rise to the highest position in their respective Services without discriminatory ceiling or hinderance.

    “All Inspectorate ranks from Senior Inspector to Chief Inspector I (T), are abolished and all officers on these ranks will be converted to appropriate Superintendent ranks,” the memo stated in part.

    With this, all ranks in the Services are henceforth aligned with that of the Nigeria Police, the memo stated, adding that new ranking system and badges of rank would be introduced soon.

    Besides, to maintain the level of seniority of officers and ensure discipline, the memo said; “individual’s level of Conversion and effective date will be worked out by the Board and the Services and will be communicated in due course.”

    The Board said it was consulting with relevant government agencies on how best to go about the alignment of salaries of personnel with the Nigeria Police structure.

    The Board also said, henceforth, promotion of officers shall be based strictly on their individual productivity, successful attendance of mandatory courses and exams and good annual assessment of their performance.

    Recall that the Board, in 2017 under the chairmanship of the then Minister of Interior, Lt Gen. (Rtd) Abdulrahman Bello Dambazau, had approved the regularization of the dichotomy between holders of university degrees and HND in all the Services.

    The decision of the Board was conveyed in a statement by Abubakar Magaji, then Permanent Secretary of the Ministry on July 13, 2017.

    Also, in March 2018, Head of Service of the Federation, Winifred Oyo-Ita, issued a circular directing all the Ministries, Departments and Agencies to remove the dichotomy between HND and BSc holders.

    Soldiers Arrest Suspects For Looting NYSC Camp

    Security operatives comprising officers of the Nigeria Police Force and soldiers have arrested some persons for vandalising and attempting to loot some properties of the National Youth Service Corps (NYSC).

    Speaking at the NYSC Camp, Kubwa in the Federal Capital Territory on Tuesday after the security operatives arrested the rampaging youths, the Director-General of the NYSC, Brigadier General Shuaibu Ibrahim, stressed that the camp is not in possession of any COVID-19 palliatives.

    He, therefore, appealed to the youths to stop attacking NYSC camps under the guise of looking for palliatives.

    Some of the items that were carted away included mattresses, stationeries, boots and uniforms of potential corps members.

    This comes in the wake of series of looting that has occurred across the country in the past couple of days, even as miscreants hijacked the #EndSARS protests.

    Across the country, major malls, shops, private businesses and even vehicles have been burnt down – prisoners have escaped from jails, following what started as peaceful protests, demanding an end to police brutality and extrajudicial killings, as well as better governance in the country.

    The looting of warehouses storing COVID-19 palliatives, first started in Lagos – part of an aftermath of shootings that occurred on Tuesday at the Lekki Toll Gate area of the state.

    Viral videos on social media showed people packing out bags and cartons of the palliatives which were ought to have been shared by government to cushion the negative impact of the COVID-19 pandemic on the economy.

    Nearly one week after, the lootings have intensified across other states with many slamming the government for ‘hoarding for months’ what could have helped Nigerians cope through the hard times of the pandemic.

    The state governments, on the other hand, have come out to say the palliatives were not hoarded but rather saved for vulnerable groups of the society.

    IPMAN makes clarifications on fuel scarcity in Abuja

    The Independent Petroleum Marketers Association of Nigeria (IPMAN) has debunked the reports of fuel scarcity in Abuja.

    However, Alhaji Suleiman Yakubu, IPMAN National Public Relations Officer, in an interview with newsmen on Tuesday said that some fuel station owners were only scared of their properties being attacked or damaged by hoodlums.

    Some business owners had shut down operations following the violence that erupted after the End SARS protest in many parts of the country.

    According to him, there is no fuel scarcity in the territory.

    “The long queues in some parts of Abuja were due to fear of attacks by hoodlums.

    FIFA president Gianni Infantino has contracted coronavirus, the world’s governing body announced on Tuesday.

    The 50-year-old has mild symptoms and will remain in isolation for a further 10 days, FIFA said in a statement.
