D-CARES Implementation Applauded at NG-CARES South-South Review Meeting

Governor Sheriff Oborevwori has commended the World Bank, Federal Government, and state governments for sustaining the NG-CARES programme, which was initially introduced to cushion the socio-economic shocks of the COVID-19 pandemic.

Oborevwori, represented by Secretary to the State Government, Dr. Kingsley Emu, gave the commendation in Asaba during the South-South Zonal Independent Verification Agents (IVAs) Performance Review Meeting. He noted that NG-CARES has since evolved into a multi-dimensional development tool driving grassroots transformation across Nigeria.

“The impact of NG-CARES in Delta State cannot be overemphasized. Through this initiative, we have reached over 306,177 direct beneficiaries and more than 1.2 million indirect beneficiaries. This programme has not only alleviated poverty but also stimulated economic growth and empowered our communities,” he said.

The governor stressed the role of IVAs in ensuring transparency and accountability, expressing hope that the meeting’s outcome would guide strategies for the next phase, NG-CARES 2.0. He explained that the new phase would adopt a community action approach, empowering communities to identify their needs, implement solutions, and take ownership of projects such as the construction and rehabilitation of social infrastructure.

In his remarks, World Bank Task Team Leader, Mr. Lire Ersado, disclosed that the Bank has committed $700 million to support NG-CARES nationwide. He praised Delta State for its strong counterpart funding and track record of impactful implementation, noting that while the Federal Government accessed N2.2 billion, Delta’s commitment stood out.

“For the World Bank, what matters most is not just how much has been spent, but how the programme is improving lives on the ground,” Ersado said. He stressed that the focus remains on measurable improvements for smallholder farmers, micro and small businesses, and vulnerable households.

Earlier, Delta State D-CARES Coordinator, Lady Pat Ogbewe, welcomed participants and highlighted the significance of the meeting in strengthening accountability. She noted that similar sessions were being held in Nasarawa and Kebbi States, reflecting the nationwide commitment to transparency.

The meeting, attended by representatives of the World Bank, the Federal Government, state governments, and implementing partners, focused on assessing the contributions of IVAs under the Nigeria Community Action for Resilience and Economic Stimulus (NG-CARES) programme.
