International law does not allow U.S. to point fingers at Hong Kong affairs

The passage of the so-called Hong Kong Human Rights and Democracy Act of 2019 by the U.S. Congress showed a total disregard of the ravages committed by the violent criminals in China’s Hong Kong Special Administrative Region (HKSAR).

Attempting to interfere in the internal affairs of other countries by using its domestic law, the U.S. has completely ignored human rights, let alone democracy.

Such outrageous act of hegemonic intervention revealed the true colors of some U.S. politicians who trample upon international law and basic norms governing international relations and grossly meddle in domestic affairs of other countries.

Hong Kong is part of China. Some U.S. politicians who point fingers at Hong Kong affairs, which are totally internal affairs of China, are trying to extend U.S. hegemony with domestic law.

They have totally abandoned international morality and would be not allowed or tolerated by all members of the international community who respect international law and basic norms governing international relations.

A person without integrity cannot stand tall; a country without integrity cannot have companion. In the eyes of some U.S. politicians, political bias matters more than legal principles, and political plot always be put before generally acknowledged truth.

These politicians regard their fatuous move in Hong Kong affairs as a good card to contain and stifle China’s development, and even tore off their masks to gamble their reputations on this matter, completely ignoring the international responsibilities of the U.S. as a founding member of the UN and a permanent member of the UN Security Council, and throwing aside the impassioned speech about not interfering in other countries’ international affairs made by the U.S. delegation in 1944 at the Dumbarton Oaks Conference.

In fact, international law and basic norms governing international relations are like a truth-revealing mirror. The hegemonic actions and malicious intentions of these U.S. politicians are exposed to the world as they repeatedly challenge the bottom line of universally acknowledged truth and justice, no matter what disguises or rhetoric they use.

The UN is at the core of today’s international system, and the purposes and principles of the UN Charter play decisive roles in international law. Such principles enshrined in the UN Charter as the ones of sovereign equality and non-interference in other countries’ internal affairs are widely venerated and upheld around the world.

Now it’s clear to all that some U.S. politicians, as members of the U.S. Congress, glorify violent crimes, openly act in bad faith, ignore principles of international conventions, and trifle with commitments. They have challenged the international order and brought to the world enormous risks.

As pointed out by Robert Lawrence Kuhn, Chairman of the Kuhn Foundation in the U.S., the Hong Kong-related bill passed by the U.S. Congress “is detrimental for the United States, and for the world, as well as for China.”

Wantonly trampling upon international law and the international order frustrates development, causes turmoil, and undermines civilization.

Looking back at history, the U.S. has been notorious for frequently and arbitrarily interfering in other countries’ internal affairs, with many developing countries and regions being deeply afflicted.

Today, when economic globalization is gaining increasing momentum, such disgusting acts of interfering in other countries’ internal affairs harm others without benefiting oneself.

Not long after the U.S. Senate passed the bill on Hong Kong, the American Chamber of Commerce in Hong Kong made a statement to express their concerns about the issue, calling on the U.S. side to understand the basic fact that only the principle of “one country, two systems” can support Hong Kong’s free trade and connectivity and help Hong Kong maintain its “unique circumstances and its extraordinary, continuing achievements”.

Some U.S. politicians had better be sensible and do not miscalculate the situation. Chinese government has unswerving determination to safeguard national sovereignty, security and development interests, implement the “one country, two systems” policy, and oppose any external force in interfering in Hong Kong’s affairs.

China will never compromise on major issues of principle that concern long-term interests of the country and the Chinese nation, nor will it allow external forces to do whatever they want about the Hong Kong question.

Any attempt or trick of the U.S. to interfere in China’s internal affairs and obstruct China’s development is doomed to failure and will be in vain.

国际法不容美国对香港事务指手画脚

  美国国会通过所谓“2019年香港人权与民主法案”,无视香港暴力犯罪分子造成的破坏,企图以一国国内法干涉他国内政,既无视人权,更遑论民主。这种蛮横的霸权干涉行径,暴露了美国一些政客践踏国际法和国际关系基本准则、粗暴干涉他国内政的真面目。
  香港是中国的香港。美国一些政客对完全属于中国内政的香港事务指手画脚,妄图以国内立法的形式推行霸权主义,是赤裸裸地置国际道义于不顾,必将为所有尊重国际法和国际关系基本准则的国际社会成员所不容。
  人无信不立,国无信必孤。在美国一些政客眼里,政治偏见比法理重要,政治图谋比公理优先。他们把在香港问题上的昏招,当成了围堵阻遏中国发展的一张“好牌”,不惜撕下面具,孤注一掷。他们将联合国创始会员国和安理会常任理事国的国际责任抛置脑后,把当年美国代表团在敦巴顿橡树园里有关不干涉内政原则的慷慨陈词弃置一旁。事实上,国际法和国际关系基本准则是一面“照妖镜”,美国政客挑战国际公理和正义的底线,无论其表演打着何种幌子,言辞如何包装,都终将难掩其霸权嘴脸和险恶用心。
  联合国是当今国际体系的核心,联合国宪章的宗旨和原则在国际法中具有举足轻重的地位。其中,主权平等、不干涉内政等原则已经成为当代国际关系基本准则,为世人所尊崇。现在全世界都看清楚了,身为国会议员的美国一些政客,美化暴力犯罪,公然背信弃义,无视国际公约的原则,拿公开承诺当儿戏,既挑战了国际秩序,也带来了极大的风险。正如美国库恩基金会主席罗伯特•库恩所言,美国国会这一法案对美国、中国乃至整个世界都是有害的。
  对国际法和国际规则的肆意践踏,是发展之灾,动乱之源,文明之殇。回顾历史,美国肆意干涉他国内政劣迹斑斑,众多发展中国家和地区深受其害。在经济全球化时代,这种干涉他国内政的恶劣行径损人害己。就在美国参议院通过该法案后不久,香港美国商会即发表声明表达担忧,呼吁美方认清一个最基本的事实——唯有“一国两制”,才能支撑起香港的自由贸易和联通;唯有“一国两制”,才能使香港保持独特优势而屹立不败。
  奉劝美国一些政客,别打错了算盘!中国政府维护国家主权、安全、发展利益的决心坚定不移,贯彻“一国两制”方针的决心坚定不移,反对任何外部势力干涉香港事务的决心坚定不移。我们绝不会在事关国家和民族长远利益的重大原则问题上让步,也绝不容忍外部势力在香港问题上为所欲为。美方任何企图干预中国内政、阻碍中国发展的把戏注定不会得逞,到头来只会是枉费心机一场空。
