Group lauds A’Ibom for plans for a DISCO

Apex Ibibio youth group, Mboho Mkparawa Ibibio has lauded Akwa Ibom government for it’s plans to float an electricity distribution company.

It has also called on oil companies promptly intervene upon report of oil spillage in their host  Communities by arresting the spillage and paying appropriate compensation to affected Communities.

The communique endorsed weekend in Uyo by it’s International President Akparawa James Edet and Secretary, Akparawa Bassey Bassey at the end of it’s September Central Working Committee meeting also advocated for an equal sharing formular in the ownership of electricity infrastructure put in place by communities.

It regretted that the Port Harcourt Electricity Distribution Company (PHEDC) is yet to improve upon its rather poor services to its customers in the State and condemed a situation where individuals or Communities in the State purchase and install electricity infrastructures only for PHEDC to later take ownership of such facilities.

“That it is unethical and against business principle for PHEDC or any distribution company in the Country to surreptitiously arm twist individuals or communities to repair or replace damaged power facilities while the distribution companies are only  interested in the circulation and collection of outrageous bills

“That henceforth, such facilities could only be bequeathed to the PHEDC or any other distribution company whatsoever on the basis of 50-50 Equity Ownership between the provider(s) of the facilities and the Distribution Company.

“That PHEDC, should, as a matter of urgency commence the distribution of prepaid meters to its customers in the State and desist henceforth from giving outrageous estimated bills to Akwa Ibom households.” It said.

It said the plan to float a distribution company nby the state government would improve power supply to the state and boost the state’s industrialisation and small scale business drive, create wealth, empower the citizenry and ultimately improve the State’s economy

The communique commended the state government for plans to continually connect more communities in the State to the National grid and call on communities to jealously guide against the vandalisation or theft of Transformers and other power facilities provided them.

It called on oil companies and other blue chip business establishments operating in the state to regularly carry out reasonable level of Corporate Social Responsibility for the benefit of their host communities to enhance a cordial working relationship with such Communities.

A’Ibom Court jails Lawyer for contempt

An Akwa Ibom State High Court yesterday ordered a lawyer Mr Inibehe Effiong to be remanded in jail for one month over contemptuous and insulting behaviour in court.

Justice Ekaette Obot ordered that Inibehe Effiong use the correctional facility to purge himself of insolence and dishonorable acts that tend to bring the court to disrepute.

The Court had sat in the case of libel by Governor Udom Emmanuel against Mr Leo Ekpenyong and on its last day for the prosecution to end its case.

It was alleged that Effiong had despite repeated warnings from the State Chief Judge, constantly accused the Judge of being biased, asking her to escuse herself from handling the case.

“I believe that when he comes out of the correctional facility, he will learn how to conduct himself before a court.” Ikpo said.

He wondered why Effiong could disobey an order given to him by the judge, who asked him to take off his wig and step aside from the bar and he choose to remain obstinate.

“A lawyer should not allow himself to use one client to destroy his reputation before all the judges. I think Justice Obot has really been patient with him all these while, even as a lawyer, I could not tolerate the young lawyer’s conduct”. Barr Ikpo stated.

But according to Effiong, he took the action because the CJ ordered a Premium Times reporter to leave the court.

“I said my lord, we were thinking that since the proceeding is public, that members of the public should be allowed to observe the proceeding. My Lord asked me to proceed with cross examination.

“I obeyed. I informed the court that I was not feeling comfortable and safe having two armed mobile policemen seated inside the courtroom, that it was strange and that I felt unsafe. I applied for the judge to excuse the armed policemen from the courtroom.

“The Hon. Chief Judge then ordered me to step out of the Bar, that she was sending me to prison. She then ordered the policemen to take me to Uyo prison. And that I should be in jail for one month. I am waiting inside the courtroom for them to bring the conviction warrant.

“I will be going to the Uyo Correctional Centre now. I have not done anything. I wasn’t even opportunity to say anything before the “conviction”. Two lawyers in court appealed to the Hon. Chief Judge but my Lord insisted that I must be jailed.” He said.

  • NGO wants A’Ibom to reduce cost of governance

NGO wants A’Ibom to reduce cost of governance

Policy Alert, a non-governmental organization working for improved economic and ecological outcomes in the Niger Delta, Poicy Alert has called on Akwa Ibom government to cut down the cost of governance inorder to free resources for capital development programmes.

The call was made yesterday in Uyo in a memorandum to the public consultation on the state’s 2023-2025 Medium Term Expenditure Framework/Fiscal Strategy Paper organized by the State Ministry of Economic Development.

Presenting his organisation’s position, Policy Alert’s Programme Officer, Fiscal Reforms and Anti-Corruption, Faith Paulinus, said that while the MTEF document indicated that government was working to reduce cost of governance in the medium term, the reality on ground has proved otherwise.

“Next to declining revenues, the biggest threat to the state’s fiscal health is ballooning cost of governance. In the ten years between 2011 and 2021, the state’s recurrent expenditure has grown 273%, with spurious items such as debt servicing, cost of purchasing government vehicles, and running of Government House taking a huge chunk of overhead spending.

“This has left little fiscal space for capital investments in infrastructure and human development. Something drastic has to be done about this big elephant in the room.”

“We are also worried that the state has again insisted on calibrating its MTEF around Debt-to-GDP ratio. This is faulty for two reasons. First, we do not have reliable and current figures for sub-national GDP. Second, debt-to-GDP ratio gives a false sense of fiscal sustainability.

“It is the same Debt to GDP fallacy that the federal government has been relying on to over-reach its borrowing options and we see where that has kept the country today. Our advice to the state government is to base its medium term projections on Debt-to-Revenue ratio, which is a more realistic predictor of fiscal health.” It said.

The Memorandum, however commended the planned shift in recurrent to capital expenditure ratio to 30:70 by 2025, saying it was a step in the right direction since in the absence of a thriving private sector, growth is driven by capital expenditure which serves as the public share of the total capital formation in the economy.

While also commending the state government for opening up the MTEF process to public consultation in line with the provisions of the state’s Fiscal Responsibility Law, the organisation cautioned that the continued delay in inaugurating the Fiscal Responsibility Board with inclusion of representatives from civil society and labour constitutes a violation of the law and undermines the legitimacy of the entire MTEF process.

“The Memorandum also expressed concern on the rising debt profile of the state and the huge funds channeled to public debt servicing as it does not augur well for the financial health of the state.”
