    Fuel Subsidy: CSO tasks FG on CNG vehicles, Modular refineries

    A Civil Rights group, Centre for Human Rights and Accountability Network (CHRAN) has called on the Federal Government to support Modular Refineries and the manufacturing of Compressed Natural Gas (CNG) vehicles to mitigate the hardship of fuel subsidy removal in Nigeria.

    Chairman of CHRAN in Akwa Ibom , Mr Franklyn Isong told a press conference in Uyo yesterday that if the FG would allow local refiners to purchase crude oil with Naira not Dollars and encourage them to refine locally, there would be abundance of petroleum products which would eventually crash the price.

    Isong regretted that despite the abundance of crude oil in Nigeria, price of petroleum products has gone astronomical with its effect on cost of commodities adding that President Bola Tinubu should as a matter of urgency, look into the plight of Nigerians.

    The chairman further regretted that much was being spent on Turn Around Maintenance(TAM) of moribund refineries and workers who are dormant being paid monthly even as he urged the Federal government to publish the list of those who received the subsidy from 1999 till the date it was removed.

    He, also urged the organized labour not to allow the implementation of the rumoured impending increase in fuel price saying they should lead a mass protest if the FG goes ahead to increase the price even as he promised that CHRAN would follow noting that ‘protest’ is the only language Nigerian government understands.

    According to him, “we have crude oil in this country, there is no basis for Nigerians to be experiencing petroleum price increase. We are experiencing this because we don’t refine our products we depend on foreign exchange rate, rise of dollar against Naira free fall.

    “CHRAN wants the President, Bola Tinubu to fix our refineries, support modular refineries to refine products locally. If they are able to buy the crude oil with Naira and not in dollar and refine, there will be availability of products and fall in price.

    “The President should also ensure activation of Compressed Natural Gas vehicles inorder to address the issue of incessant petroleum price increase. Having removed the subsidy you cannot continue to talk about market forces or allow the fate of Nigerians to be hanging on determination of market forces of what you don’t produce.”

    Isong also called on the President to constitute his cabinet wondering why a president after 60 days in office is yet to set up his cabinet even after them being cleared by the National Assembly.

    He attributed the problems facing Nigeria to lack of people to advise the president.

    “More than 60 days in office, the president has no cabinet in place? 45 of the nominees have been cleared so what is keeping them from being sworn in? As at now we dont know who is the Minister of petroleum resources, or Minister of labour.

    “Who will address the issue of fuel increase, insecurity? and so on. Let his cabinet advise him on the issue of economy, insecurity etc. Robbery is on the increase, poverty is high because of one harsh policy of federal government.” He said.

    On Niger coup, CHRAN boss urged ECOWAS leaders to use more of diplomacy, negotiation to resolve the issue even as he identified bad leadership in African countries as the cause of coup in the countries.

    “We want ECOWAS leaders to know that what is encouraging coup in African countries is bad leadership, the only way is for ECOWAS leaders to begin to promote good governance, rule of law, accountability, by so doing, they will discourage coup plotters.

    “While we condemn the coup in Niger, we are calling on ECOWAS leaders to look inwards and promote good governance in their localities.” Isong said.

    A civil society organization, CS-SUNN, has said that more than 800 children under the age of five die of malnutrition annually in Nigeria and has therefore called for increased budgetary allocation for nutrition by state governments to address the problem.

    The Chairman Steering Committee of the organization for nutrition, Mallam Sodangi Chindo Adam disclosed this yesterday in Uyo at a two-day retreat for legislators and executives from Niger, Kano, Nasarawa, Kaduna and Lagos states.

    The retreat has as its theme, “Improved Malnutrition Funding: The Role of Legislators and Executives”.

    “What is currently happening is very worrisome because the statistics from the World Health Organization and United Nations Children Educational Fund and even the World Bank is showing that one million of our children are dying annually before age five.

    “And what UNICEF did was to identify malnutrition as the underlying cause of the infant mortality and morbidity for over 80% of these children which means that over 800 of these children that die is as a result of malnutrition.

    “This calls for action. That is why you see the legislators and state executives here for them to look at the statistics from world leading institutions like the WHO, UNICEF and World Bank for them to take appropriate action in their various states.

    “I think we have the right mix of legislators including speakers, government agencies, permanent secretaries and other stakeholders. This is very apt and I think they will come out with solution to address this challenge.” Adams said.

    On interventions by the state governments, he said that, “most of the states are battling with the challenges of budgeting. Appropriations are not made for nutrition and even they are made the issue of releases becomes a problem.

    “That is why we have the legislators and principal officers of state assemblies. What we are trying to change is the budgeting so that improved amounts will be budgeted for nutrition.”

    Speaking earlier, the organization’s Board of Trustees Chairman, Dr Mbang Ada explained that the aim of the retreat was to ensure food security for Nigerian children.

    Ada urged legislators to make legislations that would support good and safe nutrition, adding that such foods should be free from contaminants.

    The Independent Hajj Reporters (IHR), a civil society organization made up of Nigerian journalists who monitor and report activities in the Hajj and Umrah industry has saluted what it describes as the “Exemplary Patriotism” and full cooperation shown by airlines selected by the National Hajj Commission of Nigeria (NAHCON) for this year’s pilgrimage.

    NAHCON had selected seven Airlines including Max Air, Azman, Air Peace, Aero Contractors, Ari Air, Value Jet and Saudi based Flynas for the airlift operations of Hajj 2023.

    Payments to these airlines for the airlift exercise was agreed on United States Dollars as is the norm in international travels.

    A statement released Saturday by IHR, signed by its National Coordinator, Ibrahim Mohammed said it is aware that based on the agreement reached with the Airlines, NAHCON was expected to pay at least 50% of the total amount due to them ahead of the commencement of the airlift of intending pilgrims.

    “We are aware that after receiving all deposits from across the states, FCT and the armed forces, NAHCON had gone ahead to deposit these monies into its accounts at the Central Bank of Nigeria (CBN).

    “The normal practice is for the apex bank to provide the dollar equivalent of monies deposited based on the approved official rates for disbursement by NAHCON to meet its obligations.

    However, we are sad to note that in spite of repeated appeals, the CBN could not provide the needed foreign exchange equivalent not just before the commencement of airlift on May 25, but almost 3 weeks after.

    “It is, however, gratifying to note that after receiving assurances of payment whenever the USD is made available, the airlines have gone ahead to not just offer full services, but is so far doing a wonderful job.

    Over 50,000 pilgrims have so far been airlifted to Saudi Arabia by the airlines who are yet to get the needed funds from Nigerian authorities.

    This is most commendable and patriotic,” the statement says. IHR also notes that following relentless efforts of various stakeholders and coupled with recent change of leadership at the CBN, the necessary authorisation have been received and NAHCON is set to get the due amounts for disbursements.

    “We urge all concerned to ensure everything that is needed to be done ahead of the second leg of the airlift that is expected to begin immediately after the Hajj rites is done” IHR said.

    CSO Urges Governors-elect to Avoid Political Changes That May Disrupt 2023 Hajj

    The Independent Hajj Reporters has urged governors-elect to sustain the ongoing hajj operation in their various states by avoiding unnecessary political changes that may disrupt the successful completion of the 2023 hajj exercise.

    The airlift of Nigerian pilgrims will begin on Thursday, 25 May, about four days to the inauguration of the new president and state governors across the country.

    IHR, a not-for-profit civil society organization that monitors and reports hajj activities in Nigeria and Saudi Arabia, disclosed this in a statement signed by its national Coordinator, Ibrahim Muhammed on Monday..

    The statement said,” While we congratulate and welcome the newly elected governors, we strongly appeal to them not to alter the ongoing operational structures in their various states to avoid disrupting the ongoing 2023 operational blueprints that may eventually create confusion during the airlifts of our dear pilgrims.

    “It is noteworthy that arrangements for all hajj services have been completed while NAHCON, States Muslim Pilgrims Welfare Boards, hajj air carriers and other hajj service providers have mapped out strategies on how the exercise will be executed.”

    The CSO observes that there is currently serious apprehension within Nigeria hajj industry that some of the incoming governors may replace some of the critical pilgrim boards officials in the middle of the airlift of pilgrims, thereby disrupting the operational ecosystem.

    Independent Hajj Reporters, therefore, urged the incoming governors to be sensitive to the plight of the pilgrims who have paid their savings to perform the hajj ritual, “whenever they decide to effect some changes in the administrative algorithms of the pilgrims’ boards.

    Our concern is the pilgrim’s welfare. We appeal to the new governors to be circumspect in taking any decision so as not to jeopardise the smooth hajj operations.”

    “The closest Hajj officials that can be reached by pilgrims are the state pilgrims boards officials – who registered the pilgrims, conducted enlightenment, facilitated the issuance of their visa, distributed bags and uniforms to them.

    “These operational activities gave the local pilgrims officers direct contact with the pilgrims and at most times, they knew the pilgrims by name. The consequence of distorting the state pilgrims’ board’s administrative structure is that the Executive Secretaries to be appointed will immediately come with their own teams to replace the local pilgrim’s assistants – who had earlier created an interactive bond with the pilgrims.

    The CSO said the appeal is expedient because of the peculiar nature of the 2023 airlift occasioned by Sudan’s civil war. “At this time, any politically motivated decision must be well-thought out not to disrupt the smooth hajj operation,” the statement said.

    The Independent Hajj Reporters (IHR), a civil society organization that monitors and reports Hajj and Umrah in Nigeria and Saudi Arabia, has called on the appointed Hajj Carriers for 2023 Hajj to brace up for quality and timely airlifts of Nigeria intending pilgrims.

    Ibrahim Muhammed, IHR national coordinator, who disclosed this in a statement in Abuja on Saturday, said Airlift operations differ from the routine international or local flights accustomed to by the selected Airliners especially the new entrants – Air Peace, Arik Air, Aero Contractors and Value Air Jet. ‘’Hajj is tied to the day of Arafat and the day of Arafat is not amenable to change like other worldly events that can be delayed or postponed.

    ‘’Airlift of Pilgrims constitutes the core aspect of hajj operations because Hajj takes place in Saudi Arabia – as such all registered intending pilgrims must be flown to the holy land to perform the spiritual exercise,’’ Muhammed said.

    He urged the selected Airliners to realise that delays would amount to denying the intending pilgrims the opportunity to perform rituals of the hajj as and when due.

    He called on the National Hajj Commission of Nigeria (NAHCON), the apex hajj regulatory body, to ensure full implementations of all the service agreements with the airliners, adding that plans should be on ground to replace erring airliners.

    ‘’NAHCON should understand that Nigerians and Hajj stakeholders will hold them responsible if they fail to act when service providers fail in delivering their assigned responsibilities,’’ he said.

    Muhammed also called on the traditional Air Carriers to avoid using one plane in carrying intending pilgrims from two or three countries during hajj operations. ‘’They should know that no one benefits when the order of the day is cutting corners, struggling to ferry Tour Operators pilgrims within the allotted time granted to Hajj participating countries to airlift States pilgrims.’’

    He commended NAHCON for increasing the numbers of hajj carriers for states Pilgrims and also adding a different set of airliners to ferry Tour operators’ pilgrims. ‘’Such move will create an environment for healthy competition that will be in the interests of timely airlift of Nigerian pilgrims to the Kingdom of Saudi Arabia for 2023 hajj exercises.

    ‘’However, NAHCON, States Muslim Pilgrims Boards and Hajj and Umrah Operators should work together in order to streamline the airlift operations to avoid the confused mode of airlift witnessed in 2022 hajj,’’ he said.

    A Civil Society Organization,CSO, Center For Human Rights & Accountability Network (CHRAN),  has called on the Department of State Services (DSS) to intervene in the unending fuel scarcity and unavailability of the redesigned Naira notes in Akwa Ibom.

    State Director of CHRAN, Comrade Franklyn Isong made the call when he led the group on a courtesy visit to the State Director of the DSS, Mr. M. Modibbo and his management team in Uyo yesterday.

    Isong lamented the untold hardship and suffering the continued hoarding of fuel and the redesigned Naira notes have subjected Akwa Ibom people to, urging the DSS to use its intelligence network to fish out those responsible for what the CHRAN Chief described as “economic sabotage.”

    He commended the professionalism of the officers and men of the DSS in Akwa Ibom Command, saying that the DSS has maintained a good human rights record since the coming of Mr. Modibbo as its State Director.

    He explained that CHRAN is a responsible organization with strong belief in constructive engagement of government and agencies of government on policies of government that impart negatively on the masses, before mobilizing the people on a protest against such harmful policies thus, the visit to the DSS, knowing the role that the DSS plays in the country. 

    Modibbo, in his response lauded Isong and members of CHRAN for coming to engage the Service on the two critical issues of fuel scarcity and unavailability of the redesigned Naira notes, instead of mobilizing the people and go on a protest. 

    The State Director explained the efforts of the DSS and government on resolving the two issues in the state, assuring that normalcy is returning  gradually to both sectors of the economy.

    In view of the controversy generated by the implementation of Hajj Saving Scheme (HSS), among hajj stakeholders in Nigeria, Independent Hajj Reporters, a civil society organization that monitors and enlighten pilgrims in Nigeria and the Kingdom of Saudi Arabia has decided to organize a one-day international conference on the scheme.

    The conference will be conducted in conjunction with the National Hajj Commission of Nigeria (NAHCON), Forum for States Muslim Pilgrims Boards/agencies and other relevant partners.

    This was contained in a statement signed by the national coordinator of IHR, Ibrahim Muhammed in Abuja. The conference with the theme: Hajj Saving Scheme resolutions conference will be held in Abuja on a date to be announced soon.

    The statement said “since its formal launch on 5TH October 2020, the scheme has generated diverse opinions among the major stakeholders – with some state pilgrims boards kicking against its structure of implementation”.

    IHR said it aptly agreed that there is no alternative to long term financial planning within the current framework of hajj activities especially the challenges services being encountered from the one-year calendar cycle being practiced in Nigerian Hajj industry.

    However, there is a need to have an all -inclusive review of Hajj Saving Scheme if we are to have a workable and essential supporting structure that will enhance service delivery to Nigerian pilgrims and bring financial stability to the Hajj and Umrah industry in Nigeria.

    More importantly, the Chairman/CEO of NAHCON had during the 2022 Hajj Stakeholders conference said this year’s hajj will be conducted using the Hajj Saving Scheme and Pay as you go pilgrims’ registration model.

    IHR said the conference will provide an opportunity for major stakeholders like NAHCON, States Muslim Pilgrims Welfare Boards, Hajj and Umrah Operators and the financial institutions involved to deliberate and agree on the legal and operational mechanism to be deployed in the implementation of the Hajj Saving Scheme in the country.

    Since the Hajj Saving Scheme is about the pilgrims, there will be provision for virtual participation by intending pilgrims and pilgrims who currently subscribe to the HSS, the statement added “The conference will bring together leading Hajj financial experts from other hajj participating countries like Malaysia, Indonesia and notable Nigerian Hajj intellectuals that participated in the formation of NAHCON ACT – to shed more light on the spirit behind section 7 of NAHCON ACT – the section that empowers the commission to establish and regulate a Hajj saving Scheme.

    “It is noteworthy that the primary sources of major challenges encountered in this year’s Hajj was as a result of the perceived hasty implementation of HSS,” the statement.

    It added that the one-day conference will discuss ways to improve Hajj service delivery, especially the operational services to the pilgrims will also x-rays the lapses recorded during the 2022 Hajj with a view to taking proactive steps to halt future re-occurrence, the statement added.

    The IHR said “as a civil society whose cardinal objectives is to ensure a comfortable atmosphere for our dear pilgrims to perform their fifth pilar of Islam, it shall continue to advocate for workable policies for the Hajj and Umrah Industry in Nigeria and the world at large”.

    Civil society organisations and the International Press Centre have kicked against the sanction imposed on Arise and Channels television stations by the National Broadcasting Commission for publicising a fake statement credited to the Independent National Electoral Commission.

    The statement said INEC was in talks with the United States over drug trafficking allegations made against the Presidential Candidate of the ruling All Progressives Congress, Asiwaju Bola Tinubu.

    Reacting, the NBC, in a statement signed by the Director General, Balarabe Ilelah, on Monday, said the broadcast of the fake statement was a display of unprofessionalism and fined the stations N2m each.

    The Executive Director, Transition Monitoring Group, Auwal Rafsanjani, urged media houses to always verify news.

    He, however, noted that sanctioning Arise TV was not fair since the media house had apologised.

    The Director, International Press Centre, Lanre Arogundade, said that the NBC was acting as if it was representing a politician.

    He said, “It wasn’t the NBC that discovered the fake news. It was the station on its own that came out and said something was wrong. In any case, having given the apology, the person involved in the news item, in this instance the presidential candidate of the APC, since he’s aggrieved, should go to court. There are legal options that could be employed.”

    The President, Nigeria Guild of Editors, Mustapha Isa, said he was not aware of the fines.

    Strengthening its earlier stand on the recruitment process of the Accountant General of the Federation, the Civil Society Groups for Good Governance has further buttressed that the selection pocess must be merit-based and not less.

    The President of the group, Comrade Ogakwu Dominic in a statement made available to newsmen on Friday, de-emphasised the obsolete use of examination as the major determinant for recruiting the Accountant General of the Federation.

    Ogakwu stated that given the pivotal and influential functions of the office of the AGF on our national economy, the rigorous screening process must be merit-based, focusing on credentials, past and present work experience, competence, capacity and character and nothing short of viz-a-viz the principles of Accountability, Integrity and Transparency.

    The group said; “This press conference is a sequel to an earlier one a fortnight ago. It is imperative that this briefing is put in proper context as a corollary to underscore the civil society’s interest in the unfolding drama surrounding the Office of the Accountant General of the Federation (AGF).

    “As Civil Society Organization, our position is that the rigorous screening process must be merit-based, focusing on credentials, past and present work experience, competence, capacity and character viz-a-viz the principles of Accountability, Integrity and Transparency (AIT). At the end, five (5) out of the most qualified candidates should emerge, one out of which can then be appointed as Accountant General of the Federation (AGF).

    “The crux of the matter is that we want the screening process to de-emphasize the obsolete use of examination as the major determinant for recruiting the Accountant General of the Federation, given the pivotal and influential functions of the office on our national economy. After all, it is now visible to the blind and audible to the deaf that examination is not the true test of knowledge – a cursory look at some public stewards in offices today lends credence to this fact.

    “Let it be on record that, the position of the CSOs is premised on a trending allegation that the former Accountant General of the Federation (AGF), who is currently standing trial for corruption, embezzlement and looting of the Federation’s treasury to the tune of N109 billion did pay handsomely during his screening examination, thereby procuring the position of AGF like some commodity at a trade fair which was auctioned to the highest bidder. Is it therefore any wonder that the man spent his days in office frantically recouping his “investments” and repaying his “investors” who facilitated his fraudulent emergence as AGF through the corrupt screening examination?

    “Therefore, the next Accountant General of the Federation (AGF), must be dynamic and versatile in both private and public sector financial managements and must be diplomatic and skilful in interpersonal relationships, to enable him or her to proactively navigate and outmanoeuvre the entrenched bureaucracy which is plaguing our public service system, in order to deliver the goods of the office to Nigerians.” It added

    Ogakwu however commended the Honourable Minister of Finance, Budget and National Planning, Hajia Zainab Ahmed, for ensuring that all candidates shortlisted for the position of AGF, are meticulously screened by the relevant authorities.

    Civil Society Organisations (CSOs) have once again called on the ninth National Assembly (NASS) to expeditiously enact legislation on whistleblowing in Nigeria before their term of office elapses in May 2023.
    Barely three weeks ago, African Centre for Media and Information Literacy (AFRICMIL) partnered with Shehu Musa Yar’adua Foundation (SMYF) to launch Corruption Anonymous (CORA) whistleblowing platform specially meant for Nigerians to report corrupt acts or other forms of wrongdoings by citizens.
    Hitherto, CSOs and well-meaning Nigerians have been imploring the President Muhammadu Buhari administration to get the country legislation on whistleblowing, having established a whistleblowing policy in 2016.
    The latest calls for the executive and legislative arms of the Federal Government to work together and enact a law on whistleblowing came during an anti-corruption radio programme, PUBLIC CONSCIENCE, produced by the Progressive Impact Organization for Community Development, PRIMORG, Wednesday in Abuja.
    During the program, AFRICMIL’s Senior Program Officer, Godwin Onyeacholem, expressed optimism about the possibility of the Ahmed Lawan-led Senate and Femi Gbajabiamila-led House of Representatives harmonizing and passing whistleblowing bills on the ground into law if only they are willing to do so.
    Onyeacholem revealed that the absence of law, lack of consequence for actions, protection of whistleblowers, and the government’s inability to take prompt action on corruption reports are some of the significant challenges facing the whistleblower policy and have continued to widen the trust gap between the citizens and the government. They added that the CORA platform seeks to support the government’s anti-corruption fight by providing a safe avenue for citizens to report corrupt acts without fear of reprisal.
    While faulting the Buhari-led government for lack of political will to give whistleblowing a legislative impetus, Onyeacholem said, “If the government wants a whistleblowing law today, it’s a question of calling the heads of the two legislative houses and making them pass the bill into law. It is possible.
    “There is a problem of trust between the citizens and the government; since the beginning of democracy, the trust deficit keeps on dropping, and people are afraid to say they want to report corrupt acts to government institutions because the absence of trust continues to exist. With a civil society driven initiative like this (CORA), we believe that people will be interested in coming forward with information.”
    Onyeacholem urged citizens to see the act of whistleblowing as a responsibility and take advantage of the protection the CORA platform guarantees. He added that CORA accommodates reports of fraud or financial corruption by public servants and other forms of wrongdoing.
    On her part, Program Manager at Yar’adua Foundation, Shayo Samuel, advised the ninth NASS to enact a whistleblowing law as their legacy with less than a year left in their tenure while lamenting that absence of law continues to deter several Nigerians willing to blow the whistle against corruption.
    She tasked citizens to do everything possible to ensure the right thing was done.
    “The National Assembly should leave a legacy for Nigerians to have a tool to be used to hold duty bearers accountable because lack of that legislative backing is holding back a lot of people from coming forward to say things on issues of wrongdoings.
    “So, I believe it’s an issue of political will, and maybe it’s not a priority at the moment, but I believe that it should be because that’s a legacy I believe they will want to leave behind,” Samuel stated.
    According to Samuel, the CORA platform is user-friendly and available for not only corruption tips or reports in public service but also wrongdoings perpetrated by citizens in their daily lives. While assuring that managers of CORA will ensure action is taken against corruption reports filed.
    Explaining the practicability of the CORA platform, she said: “The CORA platform is currently domiciled on an online web portal called Partners United.
