    Ranching: N328bn Return On Livestock Should Entice Northern Governors- Tambuwal

    With an annual return of about N328 billion from cattle trade in Lagos state alone, Northern Governors stand to benefit a lot from the adoption of ranching in their respective states.

    His media aide Bello Muhammad further said this should be a move towards the realization of about two centuries old vision of one of the founding fathers of the Sokoto Caliphate, Sultan Muhammad Bello (1817-1837).

    Apart from the financial allure, Gov. Aminu Waziri Tambuwal of Sokoto state said ranching would help towards eradication of the menace of banditry and sundry criminalities.

    Gov. Tambuwal made the call Monday at the 8th Sheikh Usman Danfodio Week which also coincided with the special edition of the commemoration of the 15th anniversary of the incumbent Sultan of Sokoto on the throne held at the International conference Kasarawa. Sokoto state.

    The event also featured the unveiling of the new edition of a book: “The Sokoto Caliphate” written by Prof. Murray Last re-published by the Premium Times Books.

    Later in the day items worth millions of naira ere distributed to orphans and the needy through the state Zakkat and Waqf Commission in commemoration of the Sultan’s anniversary by Gov Tambuwal.

    Governor Tambuwal’s call to his counterparts was in response to a paper presented by a guest speaker at the occasion, Dr Aliyu Tilde, titled: ‘Bello’s Concept of Urbanization of the Nomad and Its Relevance Today.’

    Dr Tilde, who is a serving Commissioner for Education in Bauchi state had suggested that in line with the age long advocacy of Sultan Bello that nomads shouldn’t be allowed to wander in the wilderness, to tend their cattle, but concentrated in urban centers where they can still rear their livestock and live in a congregation that allows them to pursue their otherworldliness.

    He, therefore, suggested that government needs to intervene by providing “a breeding program that makes the possession of few number of exotic dairy or meat cattle a sufficient source of income for the owner,” in view of the current realities of banditry, kidnapping and other crimes partly or wholly associated with the Fulani nomads.

    He explained that such a program could be sustained through the provision of free land, farming equipment, security, markets and social amenities to the ranchers.

    “…Lagos consumes well over 1.8 million heads of cattle on annual basis. We consume over 6000 heads of cattle on a daily basis. When you consider the transactional value alone for Lagos, it’s over N328 billion…,” Tilde cites Channels Television quoting Lagos state Commissioner for Agriculture.

    According to Governor Tambuwal, who described Tilde’s paper as relevant on the insecurity situation in northern Nigeria and Nigeria in general,
    recommended its presentation to all the northern governors for study and possible implementation.

    He said already in Sokoto state, prior to the advent of his administration, 19 grazing reserves and a total of about 100,000 hectares of grazing reserves was established for the purpose of ranching.

    Tambuwal.explained that although the program floundered and was about to fail after an agreement was reached with an Argentinian firm on cattle breeding, the incumbent administration continued with the implementation of the programme.

    Currently, added the Governor, the state government is collaborating with the Central Bank of Nigeria (CBN) funded US $500 million Nigeria Incentive-Based Risk Sharing System for Agricultural Lending (NIRSAL Plc.) and the Indonesian government in order to enhance the programme.

    On the issue of the abolition of Jangali (cattle tax) by fiery and Socialism inclined past governments in some parts of the North raised by Tilde, the governor said when political leaders politicize issues they end up creating problems not only for themselves but also possibly for the future.

    Tracing the history of the abolition of
    Jangali to the rise of the masses-backed People’s Redemption Party (PRP), which compelled the governments of the National Party of Nigeria (NPN)-controlled Sokoto and others to follow suit, Tambuwal said the stunt became a political tool to turn the masses against the ruling NPN government in their repective states.

    But this would, retroactively, work against the political economy of the region which had hitherto generated huge tax income from the jangali that helped it in maintaining security through harvesting information on the movement of the cattle herder, their herds, where they leave, what they do and so on.

    He appealed to Northerners and Nigerians to continue to learn from the teachings of Usman Danfodio and his lieutenants, just as he prayed to Allah to guide the Sultan, grant him more health, enrich him and endow him with many years of wisdom as the spiritual leader of Muslims in the country.

    In his address, Sultan Sa’ad Abubakar reiterated the importance of history saying that it was paramount if we want to move forward and develop, urging the federal government to ensure the return of history as a subject in the curriculum of schools.

    The Sultan thanked the organizers of the programme for their hardwork in making the programme a reality.

    In his paper, Dr Tilde, who professed the urbanization of Fulani nomads, in line with the teachings of Sultan Bello and Islamic traditions, said cattle trade is a flourishing business that need to be made more profitable.

    “Today in Northern Nigerian markets, cattle remain the single or the second most expensive commodity that the common man can possess. With a population of 19.83 million heads of cattle, the region has a valuable asset to fall back onto as oil loses its value to cleaner sources of energy,” Tilde submitted

    The Peoples Democratic Party (PDP) Governors’ Forum has said it is working on achieving consensus candidate in all elective positions at the party’s national convention scheduled for Saturday.

    The Forum Chairman, Gov. Aminu Tambuwal of Sokoto State disclosed this while briefing newsmen at the end of the main opposition’s governors on Thursday night in Abuja.

    Tambuwal said that not less than 80 per cent had been achieved in producing consensus candidates for the elective positions.

    “We held the meeting of the PDP governors forum and as you can see, all of us attended.

    “Chairman of the convention committee brought us up to the speed on how prepared they are for us to hold our convention starting from Friday, Oct. 29 through to Saturday.

    “We are also happy to say that part of what we discussed was the process of arriving at consensus during the convention.

    “So far, we can say that with certainty that we have achieved not less than 80% of that process and it is still ongoing.

    “We are hoping that at the end of the day, we are going to have a hitch free convention and possibly have all the candidates emerge via consensus.

    “Consensus is part of democratic process and we are imbibing that in the interest of our party so that we can continue to have stability that will reposition the party as we have always said for the future,” NAN quoted him as saying.

    “This attack by bandits on the market in Goronyo really touched us. We grieve the loss of the departed souls. It is really disheartening. Without doubt, it is no small loss for us, the people of Goronyo, the state and the Federal Republic of Nigeria.

    We sincerely sympathize and commiserate with all those who lost their beloved ones. We pray that may Allah, the Beneficent and the Merciful, grant eternal rest to the deceased”, averred the Governor when he visited the pace of Goronyo District head, Alhaji Muhammad Sambo.

    He said for those who suffered various degrees of injuries who are at home or recuperating in hospitals, we pray to Allah to grant them recovery and good health.

    Tambuwal also called on the people of the state to continue to cooperate with security agents. Rest assured, “the state government is working closely with the Federal government to ensure that peace returns to troubled areas of the state, especially in the Eastern axis of the state”.

    Equally, all the measures put in place thus far to checkmate insecurity will continue to subsist.

    Yesterday the Chief of Army Staff, Gen. Farouk Yahaya, himself an indigene of the state, visited the Governor and took time to also visit Isa and Goronyo local government areas in the Eastern flank of the state. God willing, these ugly incidents will sooner than later be halted for good.

    “I call on all of us to continue to pray fervently and exercise patience. Certainly, with your cooperation, we will succeed in eradicating this menace.

    Like I appealed to you when I condoled the people of Shinaka a couple of months ago, I again admonish you all to avoid taking laws into your hands. Whatever happens, we should cooperate with the law enforcement agents to tackle it”.

    For thirteen years running the Judiciary arm of government in Nigeria has been subsisting on a salary package that is not realistic thus making it susceptible to the vagaries of market forces and challenges of professional propriety.

    This was why Governor Aminu Waziri Tambuwal of Sokoto state appealed to the Federal government, the National Assembly (NASS) and the National Judiciary Council (NJC) to set up a Judiciary Intervention Fund (JIF) to cater for the judicatory.

    Àcording to the governors’ media aide Tambuwal made the call on Monday when the House of Representatives committee on Judiciary visited him in his office in Sokoto.

    According to him, “it is worrisome that the salary package of the Justices have not been reviewed in the last 13 years.

    “This is not good enough. We have reviewed the salaries… I suppose the idea of an intervention fund to the Judiciary … even if it is not made by way of a law, there should be an injunction to that effect… to revamp and turn around courts as well as provide for the welfare of the Judiciary staff,” he said.

    Observing that lots of courts are dilapidated, a situation which drove his administration to renovate the state High Court, he pledged that Sokoto state government will [also] intervene institutionally in the rehabilitation of the residences of Appeal Court Justices in the state capital “to make things better for them.”

    He indicated that these interventions will encourage the Judiciary“to continue to dispense and discharge justice to the people of the state.

    He said such moves will equally make the Judiciary independent and functional as the last hope of the common man and some “big men in and out of politics.”

    He further said: “There are challenges in this country, one of which is about the Judiciary. We need to do more to grant autonomy to the Judiciary and state legislatures. We need to act our words. I was very touched about the living conditions of the Appeal Court Justices in Sokoto.

    He commended the NASS for allowing the electronic transmission of election results and advised the parliament to review the issue of direct and indirect primaries.

    “I don’t know whether the NASS takes into consideration the cumbersome nature of direct primaries, the cost implications, the requirements for INEC considering the number of political parties, “ he noted, asking if to do the needful in the interest of democracy, equity and good governance.

    Governor Aminu Waziri Tambuwal of Sokoto state has affirmed that no one group of people, no matter their religious affiliation or tribe can arrogate the leadership of Nigeria to themselves to the exclusion of other people of the country.

    According to the governor’s media aide, Bello Muhammad, Governor Aminu Waziri Tambuwal of Sokoto state made this observation on Friday when he received the National President of the Christian Association of Nigeria (CAN), Rev, Ayokunle Samson Olasupo who paid him a courtesy visit at the Council Chamber of Government House, Sokoto.

    According to Gov. Tambuwal, the leadership of the country is mutually complimentary as Nigeria belongs to every Nigerian, and no one will send anyone out of the country hence the need to remain together for the betterment of the country.

    As a result he maintained that the kind of leadership the country needs is one that will understand the issues of diversities and is inclusive in his approach to governance, without tribal or religious sentiments.

    Pointing out that both Islam and Christianity have been coexisting even before the union of the country came into existence, Gov. Tambuwal also added “those who know history said Christianity and Islam belong to the same root,” stressing that “Jerusalem and Damascus” were examples of places where the two religions are being practiced side by side.

    ”There is need for us to continue practicing the teaching of the two religions as ordained by God,” he said, emphasizing that “if we go by the real teachings of the two religions, there wouldn’t be friction or any reason to fight one another.

    He commended the Sultan of Sokoto Alhaji Muhammad Sa’ad Abubakar and the CAN President for their efforts in preaching peace and unity in the country, indicating that Sokoto state is home to every Nigerian irrespective of religious, tribal or ethnic differences.

    He explained that in pursuance of this objective of unity all children of other Nigerians resident in the state who attend public schools are exempted from paying fees just as the indigenes of the state enjoy free education.

    Tambuwal also added that in line with this education policy, in the area of health too, the State government’s Zakkat and Waqaf Commission pick the medical bills of indigent Nigerians resident in the state side by side those of the less privileged state indigenes.

    In his remarks, the CAN President, Rev. Olasupo said he was in the state to interact with the Sultanate, the government and people of Sokoto state so as to find ways to overcome the security challenges being faced in the country.

    Calling on Muslins and Christians to live in harmony, Rev. Olasupo condoled the people of the state over the loss of lives occasioned by the unfortunate incident of bandits attacks in some communities of the state.

    He expressed appreciation to the state government for its giant stride in providing security in the state.

    Former President Goodluck Ebele Jonathan, Governor Aminu Waziri Tambuwal of Sokoto state along with his Rivers state counterpart, Ezenwo Nyesom Wike have been nominated for the award of the African Bar Leadership Medal (ALM) by the Africa Bar Association (AfBA).

    The release by Special Adviser on Media and Publicity to governor Tambuwal,Muhammad Bello said both Governors Tambuwal and Wike are Life Members of the AfBA.

    At the AfBA event billed to hold, as part of the association’s annual conference, in Niamey, Niger Republic, this month, former Presidents of Niger Republic, Muhammadou Issoufou, Sierra Leone, Dr Ernest Bai Koroma and Liberia, Ellen Johnson Sirleaf are among nominees to be decorated with ALM.

    Other nominees of the medal are: the Chairman of BUA Group of Companies, Abdussamad Isyaku Rabiu and first Tamil-Indian female appointed as a Judge of the High Court of South Africa in 1995, Justice Navanethem Pillay,.

    These nominations were announced by the President of AfBA, Mr Hannibal when he visited Gov. Tambuwal and was taken round to inspect some ongoing and completed projects in Sokoto by the state Attorney General and Commissioner for Justice, Suleiman Usman (SAN).

    According to Mr Uwaifo, AfBA, which wants its members in the government to excel, is really proud of Gov. Tambuwal who has executed many developmental projects in his state.

    Along with members of his entourage, the AfBA President had inspected the ultra modern Diagnostic Center at Farfaru, the state High Court complex renovated by the incumbent administration, the 950-bed Sokoto State University Teaching Hospital (SOSUTH) under construction and the Girls Science Academy also under construction.

    Applauding Gov. Tambuwal for his feats, Mr Uwaifo said: “I think the Federal Government and federal agencies have to learn from Sokoto state government. We must not do substandard project and we must not play politics in executing projects and we must face the divident of democracy.”

    Insecurity as an agent of destruction is considered as a bridge that hampers development in any community.

    It was against this backdrop Sokoto state government under the leadership of governor Tambuwal has donated 143 operational patrol vehicles and 550 motorcycles to security agencies within the state in 15 months.

    It could be recalled that the Eastern parts of the state,in particular, Isa,Sabon-Birni,Goronyo, Wurno and Rabah had been a no go areas as bandits, kidnappers and Boko Haram incessantly cause havoc in such areas.

    To curve the menace of those inhuman members, Governor Tambuwal in his concern to his people synergistically approved to expend millions of naira to purchase working materials for the Army,Police and Vigilante to counter insurgency in such areas.

    The Council Chairman, AbdulWahab Yahaya who was briefing newsmen at the council chamber reiterated the need for members of society in the areas to fully screen who they interact with as no criminal has a mark on any part of his body to identify.

    “Considering the number of indigents killed, kidnapped, injured, coupled with the lost of social amenities important for human existence, it becomes compulsory on all of us to contribute toward insecurity that demean our economy”,AbdulWahab averred.

    Meanwhile, the Council Chairman has through the state government secured adequate killer gastroenteritis vaccines to counter the spread of the disease.

    2023: Nigeria Needs A Versatile President – Tambuwal

    Governor Aminu Tambuwal of Sokoto State has decried the state of insecurity in Nigeria, attributing the challenges to the failure of government.

    He said putting in place appropriate leadership and restructuring the security and governance structure of the nation would go a long way in tackling the challenges.

    This, the Governor stated, should be the focus of Nigerians in choosing the next President in 2023.

    He spoke in Lagos during the 63rd birthday lecture of Mr Richard Akinnola.

    Tambuwal, who delivered the lecture on “Security Challenges in Nigeria and its Implications for Sustainable Development”, said Nigeria needs a nationalistic leader in tune with modern technology, not a parochial leader.

    He said, “Nigeria needs a leader that is versatile. One that has friends and associates across the length and breadth of this country.

    “A leader with a broad world view and not a parochial and provincial politician.

    “We need an incorruptible leader who understands that the best way to fight corruption is by personal examples and also by the building of strong institutions that can withstand shocks and manipulations.
    “Nigeria needs a leader in tune with the times. Who is reasonably aware of the modern demands of technology in solving societal problems.
    “Yes, Nigeria needs a bridge builder. A compassionate leader, sensitive to the needs and aspirations of the poor and needy. A leader whose words count and can be counted on. Indeed, a leader with courage.
    “An accountable leader who can be trusted to face the challenges of nationhood squarely without sentiments or pandering to interests that are inconsistent with national goals.
    “A visionary leadership imbued with a sense of patriotism will go a long way in changing the narrative of insecurity in Nigeria.
    “A leadership that is nationalistic and not tribalistic, a leadership that promotes national unity, not disunity.”
    Tambuwal added that the leader required by Nigeria is one that will regard Nigeria as his constituency, not his State, tribe, religion or region, adding the leader should be able to inspire the nation to achieve greatness.
    “A leadership that galvanises, mobilises and directs Nigerians on the path to sustainable peace, progress and development. Such a leader will not regard any part of the country as conquered people.
    “A leader with these qualities will reach out to all and sundry and ensure that insecurity ravaging the country is put to flight,” he submitted.

    Tambuwal also called for the decentralisation of the policing system, saying the president can initiate such a bill and personally take it to the two chambers of the National Assembly.

    He said the Nigeria Police as presently constituted is very weak hence the deployment of the military in virtually every State.

    This, according to him, implies that Nigeria is in a permanent state of emergency.
    “Good Governance is yet another major panacea for curbing insecurity in Nigeria.

    “This requires that Government at all levels must take deliberate steps to ensure good and accountable governance that focuses on the needs of the people.
    “Socio-Economic Development factor is also key to peace and security.

    “Examples and researches have shown that with good governance and strong institutions, most people are less likely to become enemies of the state, or embrace crime when they can see development and opportunities,” the Governor added.

    Security Forces To Roll Back Deplorable Security Situation -Tambuwal

    More equipments, personnel and joint decisive steps need to be taken by the security forces in the country to roll back the current deplorable security situation.

    Gov. Aminu Waziri Tambuwal made this observation when he received the new General Commanding Officer 8th Division of the Nigerian Army in Sokoto, Major General Uwem Bassey.

    Muhammad Bello in a statement issued to newsmen said Tambuwal further urged the Chief of Army Staff to come to the rescue of Sokoto state, which needs very urgent intervention as bandits’ attacks are becoming alarming in the state.

    Assuring the new GOC of his administration’s sustained and improved collaboration with him and the other security agencies in the state, the Governor stated that already plans are underway by the state government, which held a stakeholders meeting on insecurity a day before to tackle the problem.

    In his remarks, Gen. Bassey said the support of every citizen of the state is required in order to maintain peace in the state and commended Governor Tambuwal for convening the security summit held with all stakeholders in the state.

    He assured that the Nigerian Army is going to do its work effectively and professionally to enable the people of the Eastern zone of the state plagued by bandits’ attacks to go about their normal businesses without let or hindrance.
