Kaduna Strengthens Community-Driven Response to Climate Shocks

…Unveils Engagement Framework at High-Level Dissemination Event

As part of its commitment to fostering inclusive, evidence-based, and community-driven responses to climate-related shocks, the Kaduna State Government has officially launched the Community Engagement Framework for Climate-Related Shock-Responsive Social Protection.

The framework was presented during a high-level dissemination event held on June 30, 2025, with support from the Lafiya Programme, funded by the UK’s Foreign, Commonwealth & Development Office (FCDO). The event marked a key milestone under the Social Protection Systems Strengthening Commitment of the State Action Plan III (SAP III) of the Open Government Partnership (OGP) in Kaduna State.

The framework, developed through a rigorous and participatory process that began in 2024, underwent several drafts and was finalized following a multi-stakeholder validation session. It was launched by the Kaduna State Social Investment Programme Agency (KAD-SIPA), with support from the Lafiya FCDO programme. The communique issued after the event was signed by the Social Protection Systems Strengthening Technical Working Group Secretariat.

The dissemination event brought together a diverse group of stakeholders, including representatives from Ministries, Departments and Agencies (MDAs), members of the Kaduna State House of Assembly, civil society organisations, traditional and religious leaders, youth and women groups, development partners, community actors, and members of affected communities.

According to the communique, the objectives of the meeting included the formal presentation of the validated framework, showcasing strategic entry points for building community resilience to climate shocks through inclusive social protection, and promoting collective ownership among stakeholders.

Key outcomes from the event include:

  • Commendation of the participatory approach adopted during the framework’s development.
  • Recognition of the framework as a practical tool for implementing community-led, shock-responsive social protection.
  • Stakeholders’ commitment to support its implementation and integration into state systems.
  • Emphasis on sustained collaboration, mutual accountability, and adaptive learning.
  • A panel discussion highlighting actionable next steps for rolling out the framework.
  • Contributions from community members affected by climate shocks, whose real-life experiences grounded the framework in practical relevance.

Participants resolved that institutional stakeholders would align the framework with ongoing policy implementation, while civil society organisations would support community-level awareness and adoption. The Technical Working Group is tasked with establishing mechanisms for joint monitoring, capacity building, and documentation of lessons learned during the implementation phase.

“The Kaduna State Community Engagement Framework for Climate-Related Shock-Responsive Social Protection stands as a vital, co-created resource for advancing inclusive climate resilience,” the communique stated.

“Stakeholders reaffirmed their commitment to its implementation, ensuring that community participation, transparency, and equity remain at the heart of the state’s social protection efforts.”
