Nigerian Aviation Safety Has Improved, Says Afri-Air Managing Director

Captain Shehu Iyal, the Managing Director of Afri-Air International Ltd and a former Senior Special Adviser on Aviation Matters to former Nigerian presidents, recently discussed the Nigerian aviation industry and related matters in an interview. Here are some highlights from the interview:

**Assessment of Nigerian Aviation Industry:**
Captain Iyal stated that there has been significant improvement in the Nigerian aviation industry, with an increasing number of airlines, improved facilities at airports, and the introduction of modern and safe aircraft.

**Operating Costs and Airfares:**
He acknowledged that operating costs for airlines in Nigeria are high, citing factors such as aviation fuel costs, high aircraft acquisition expenses, leasing costs, and insurance premiums. He suggested that airfares need to be stabilized to better accommodate both passengers and airlines, and mentioned that airlines globally often lease aircraft to manage costs.

**Reducing Insurance Premiums:**
Captain Iyal proposed that the government should intervene by providing funding or guarantees for the aviation industry. He suggested that the government could earmark funds with access to long-term loans at single-digit interest rates. This would aid airlines in purchasing or leasing aircraft and help lower insurance premiums.

**Causes of Flight Delays:**
He mentioned that flight delays can result from various factors such as inadequate airport infrastructure, check-in counter issues, non-availability of aviation fuel, and bad weather. He emphasized the importance of better communication to inform passengers about these factors that contribute to delays.

**VIP Movement and Flight Delays:**
Captain Iyal clarified that VIP movements do not cause delays as long as 30 minutes, as has been suggested. He stated that VIP movements typically take only about 5 to 10 minutes, but delays can accumulate due to factors like backlog.

**Codesharing in Nigeria:**
He expressed optimism that codesharing could work in Nigeria with time and maturity, as it would enhance collaboration between airlines and benefit the industry.

**Safety in Nigerian Aviation:**
Captain Iyal noted that safety in Nigerian aviation has greatly improved due to training, retraining, seminars, equipment upgrades, and proper navigation aids. He also praised the Nigeria Civil Aviation Authority and the Nigerian Safety Investigation Bureau for their efforts in ensuring safety.

**Government Intervention and Concession:**
He suggested that the government could create a special fund disbursed through the Bank of Industry at low interest rates to support airlines. He also expressed support for total airport concession, including runways, with strong regulation and security oversight.

**Aviation Policies to Review:**
Captain Iyal recommended streamlining or reducing the multiple charges and taxes in the industry. He proposed tax holidays for startup companies, given the capital-intensive nature of the aviation business.
