Setting the Agenda for the New Leadership at SEC

In a move aimed at revitalizing the Nigerian capital market, the federal government has unveiled a new board for the Securities & Exchange Commission (SEC), comprising seasoned market technocrats, professionals, and stockbrokers who have long contributed to the market’s growth.

The newly appointed board, chaired by Mr. Mairiga Katuka, includes Mr. Emomotimi Agama as the new Director-General, replacing Mr. Lamido Yuguda. Other notable members are Frana Chukwuogor, Executive Commissioner (Legal and Enforcement), Mr. Bola Ajomale, Executive Commissioner (Operations), Mrs. Samiya Usman, Executive Commissioner (Corporate Services), Mr. Lekan Belo and Mr. Kasimu Garba Kurfi as non-executive commissioners.

Challenges and Expectations
The new board assumes office against the backdrop of significant developments in the banking sector, notably the Central Bank of Nigeria’s (CBN) directive on new capital requirements for banks, setting the stage for a dynamic regulatory landscape.

With the SEC’s pivotal role in the banking sector recapitalization reform of 2004 in mind, the new leadership is tasked with applying modern regulatory tools and enforcement mechanisms to ensure market integrity and investor protection.

Under the previous leadership, initiatives such as the e-Dividend Mandate Management System (eDMMS) were launched to enhance investor convenience, yet challenges persist, particularly in reducing unclaimed dividends.

Addressing these issues and advancing critical agendas such as investor education, legislative reforms, and the implementation of the Revised Capital Market Master Plan (RCMMP) will be key priorities for the new board.

Stakeholders’ Optimism
Market stakeholders have expressed optimism about the new leadership, lauding the appointment of Dr. Emomotimi Agama as SEC Director-General. Prof. Uche Uwaleke, President of the Capital Market Academics of Nigeria, emphasized the importance of implementing the Nigerian capital market Masterplan.

Similarly, Mr. Olatunde Amolegbe, Managing Director of Arthur Steven Asset Management Limited, hailed the appointments as strategic for the growth and development of the capital market, citing the extensive experience of the appointees.

Agenda for Growth
Amidst calls for continued implementation of the capital market masterplan, stakeholders urge the new leadership to focus on developing commodities exchanges and facilitating regulatory-induced banking recapitalization efficiently.

Furthermore, aligning the capital market with the government’s goal of achieving a $1 trillion economy and enhancing investor protection mechanisms are seen as imperative for restoring market confidence and fostering sustainable growth.

Dr. Emomotimi Agama’s Credentials
Dr. Emomotimi Agama brings a wealth of experience to his new role, having served in various capacities within the SEC and other institutions. With a background in economics, investment analysis, and risk management, his expertise is expected to drive regulatory reforms and market development initiatives.

Equities Performance Post-Appointment
The equities market responded positively to Dr. Agama’s assumption of office, with the All-Share Index recording a significant increase after six weeks of bearish trends. Investors gained confidence, resulting in notable market gains and increased trading activity.
