The Civil Liberties Organisation (CLO) in Akwa Ibom has faulted Governor Udom Emmanuel over the constitution of the Governing Council of the Akwa Ibom State College of Science and Technology, Nung Ukim Ikono, without an enabling Law.
According to the organisation, the inauguration of the Council by the Governor without assent to the Bill seeking to upgrade the institution from the School of Arts and Science to the College of Science and Technology made the Governing Council unlawful.
The CLO which made this known in a statement signed by its Chairman and Secretary, Mr Franklyn Isong and Barr.Christopher Ekpo, yesterday in Uyo urged Emmanuel to observe the rule of law by dissolving the council and assenting to the bill.
It would be recalled that a Bill seeking to upgrade the School of Arts and Science, Nung Ukim Ikono to the College of Science and Technology was passed by the Akwa Ibom State House of Assembly in September 2020.
“The Bill has not been assented to by Governor Emmanuel even as he constituted and inaugurated the Governing Council of the institution in February 2021.
“The CLO maintains that the Governing Council is a creation of the Bill and insofar as the State Governor has not given his assent to the Bill, the Governing Council is unlawful.
“The CLO urges the State Governor to do the needful for the sake of the legality of the acts of the Governing Council of the Akwa Ibom State College of Science and Technology, Nung Ukim Ikono.” It said.
