Xi Proposes Global Governance Initiative at SCO Plus Meeting in Tianjin

President Xi Jinping on Monday unveiled a sweeping call for reforming the global governance system, as he addressed the “Shanghai Cooperation Organization (SCO) Plus” Meeting in North China’s port city of Tianjin.

Xi said the world has reached “a new crossroads” in global governance, 80 years after the victory of the World Anti-Fascist War and the founding of the United Nations. While peace, development, cooperation and mutual benefit remain the prevailing trends, he warned that Cold War mentality, hegemonism and protectionism continue to threaten global stability.

“The world has entered a new period of turbulence and transformation,” Xi said.

To respond to these challenges, Xi proposed a Global Governance Initiative (GGI) anchored on five principles: sovereign equality, respect for international law, multilateralism, a people-centered approach, and real, concrete actions.

“I look forward to working with all countries for a more just and equitable global governance system and advancing toward a community with a shared future for humanity,” Xi said.

He urged the SCO to play a leading role in implementing the GGI, describing the organization as a “catalyst” for reforming and developing global governance.

Xi announced that China will establish new platforms for SCO cooperation in energy, green industry, and the digital economy, alongside three cooperation centers for scientific innovation, higher education, and vocational training.

He pledged that China, together with SCO members, will add 10 million kilowatts each of photovoltaic and wind power capacity in the next five years, and advance cooperation in artificial intelligence (AI), space exploration and satellite navigation.

Xi also said China welcomes all parties to participate in the International Lunar Research Station project and to make use of the Beidou Satellite Navigation System.

Calling on SCO members to uphold principles of non-alliance and non-confrontation, Xi emphasized that the bloc must remain “a force for stability in this volatile world.”

He further pledged China’s support for humanitarian initiatives, including treating 500 congenital heart disease patients, performing 5,000 cataract surgeries, and conducting 10,000 cancer screenings in SCO countries over the next five years.

In his address, Xi urged nations to promote a “correct historical perspective” on World War II and safeguard the fruits of its victory. He stressed the need to oppose hegemonism and power politics while promoting multilateralism, fairness, and justice.

“We should stand as a pillar in promoting a multipolar world and greater democracy in international relations,” he said.
